HomeMy WebLinkAbout20260908Decision Memo.pdf DECISION MEMORANDUM TO: COMMISSIONER LODGE COMMISSIONER HAMMOND COMMISSIONER HARDIE COMMISSION SECRETARY COMMISSION STAFF LEGAL FROM: ALLISON MOORE, COMMISSION STAFF JEFF LOLL,DEPUTY ATTORNEY GENERAL DATE: SEPTEMBER 8, 2026 SUBJECT: IN THE MATTER OF ACCESSLINE COMMUNICATIONS CORPORATION'S APPLICATION TO VOLUNTARILY CANCEL ITS AUTHORITY TO PROVIDE INTEREXCHANGE CARRIER SERVICES AND ITS PRICE LIST; CASE NO. ALI-T-26-01. On May 7, 2026, AccessLine Communications Corporation ("Company) submitted a request for voluntary cancellation of its authority to provide interexchange services and price list ("Request") with the Idaho Public Utilities Commission("Commission"). STAFF ANALYSIS Commission Staff ("Staff') reviewed the Request. The Company is requesting to voluntarily withdraw their interexchange carrier ("IXC") status and cancel the price list on file with the Commission. In the Request, the Company references a certificate, but Staff was unable to find a Certificate of Public Convenience and Necessity("CPCN") on file with the Commission. In response to Staff Production Request No. 1, the Company provided an email it received from Staff dated November 24, 2014, stating the Company was listed as an interexchange carrier and therefore does not have registration with the Commission. In response to Staff Production Request No. 3, the Company indicated that even though it is seeking to discontinue offering IXC services in Idaho, it is still providing nomadic interconnected Voice over Internet Protocol telecommunication services in Idaho. Staff believes that the Company should remain on record with the Commission as providing Other Telecommunication services in the state of Idaho. In its response to Staff Production Request No. 4, the Company stated that it did not send a customer notice or seek a waiver of the notice requirement in conjunction with the Request because it did not have any customers for its regulated IXC services in Idaho. DECISION MEMORANDUM - I - SEPTEMBER 8, 2026 RECOMMENDATION Staff recommends that the Commission acknowledge the Company's Request to voluntarily cancel IXC services in the state of Idaho and its price list. Staff recommends that the Commission keep the Company on record as providing Other Telecommunication services in the state of Idaho.
