NEWS RELEASE: Northern Idaho Electric Utility Submits Application Seeking Certificate to Build
Transmission Line
BOISE (Aug. 31, 2026) — The Idaho Public Utilities Commission is accepting written comments until late
October on an application submitted by Avista Utilities seeking a certificate of public convenience and necessity
(CPCN)to build a transmission line and related facilities.
The utility is proposing to build the 115 kilovolt Carlin Bay transmission line that would serve the east side of
Lake Coeur d'Alene. The area currently is served by two distribution feeders,one from the Blue Creek Substation
and one from the O'Gara Substation. Avista said both feeders have experienced sustained outages and have
reached their capacity as population and electricity demand continue to grow.
The utility also said the additional transmission capacity would provide a dependable source of energy for existing
and future customers, create greater flexibility in delivering energy and reserve capacity, and provide an
alternative source for shifting electrical loads during outages or equipment failures.
Avista anticipates construction of the line would begin in 2027 and take approximately two years, with
energization of the line expected in late 2028.
The Commission is accepting written comments on the application for the CPCN through Oct. 27, 2026.
