AVU.E.17-08 FIRST PRODUCTION REQUEST OF THE COMMISSION STAFF TO AVISTA CORPORATION The Staff of the Idaho Public Utilities Commission, by and through its attorney of record, Daphne Huang, Deputy Attorney General, request that Avista Corporation (Company) provide the following documents and information as soon as possible, or by THURSDAY, NOVEMBER 16,2017. This Production Request is continuing, and the Company is requested to provide, by way of supplementary responses, additional documents that it or any person acting on its behalf may later obtain that will augment the documents produced. Please provide answers to each question, and supporting workpapers that provide detail or are the source of information used in calculations. The Company is reminded that responses pursuant to Commission Rules of Procedure must include the name and phone number of the person preparing the document, and the name, location and phone number of the record holder- and if different, the witness- who can sponsor the answer at hearing if need be. REQUEST NO. 1: Please provide a copy of the contract for the Lancaster Power Purchase Agreement. REQUEST NO. 2: Please provide the schedule showing the date in service of the Lancaster plant and the expected life of that plant. REQUEST NO. 4: Please provide a schedule that shows the future planned capital expenditures for the Colstrip Power Plant Units 3 and 4. For each expense, please provide the total amount of the expense, Avista's share of the expense, and a description of each expense. REQUEST NO. 5: Please provide a schedule showing the common costs for the Colstrip plant. Please include a description of each cost category and the dollar amount in each category that is likely to be eliminated or increased by the closing of Colstrip Unit 1 and 2. Please provide the total cost and Avista's share of the total. REQUEST NO. 6: Please provide a schedule showing all owners of the Colstrip Power Plant. Please include their percentage ownership of each unit and each owner's preferred retirement date for each unit. REQUEST NO.7: Page 9-3 of the 2017 Electric IRP includes Table 9.1 "Natural Gas- Fired Plant Levelized Costs per MWH." Please provide the source documentation and workpapers for all amounts listed in that table. Workpapers should be provided in electronic format with all formulas intact. Please include a description and justification for the methodologies used to calculate those amounts.
