Average customers are only used in the establishment of the Allowed FCA Revenue per Customer (by Rate Group) described as Step 6 on Tariff Sheet 75A. RESPONSE: 2016 new customers by month are defined as billed service agreements of new hookups after the 2014 test year, and were included on line 22 of pages 1 and 2 of Attachment B to the Application. 2017 new customers by month are defined as billed service agreements of new hookups after the 2015 test year as new rates were implemented January 1, 2017. The following table summarizes the number of new customers by FCA rate group for 2016 and January through May 2017. Please provide the kWh reductions upon which the above dollar savings are based. Also, please reconcile these results to the Company’s pending 2016 DSM report and any previous DSM reports that apply. RESPONSE: Please see Staff_PR_004 Attachment A that contains the calculation of the estimated impact of the FCA surcharge drivers. The revenue impact estimation is calculated on page 1, and the DSM programmatic usage savings from the 2014, 2015, and draft 2016 DSM annual reports are identified on page 3. The DSM savings information on page 3 is shown in 4 sections (A, B, C and D). Section A contains the savings data from the respective DSM annual reports. This information reconciles to the ES-1 table in the 2014 DSM annual report, the ES-2 table in the 2015 DSM annual report, and the ES-1 table in the draft 2016 DSM annual report (all shown on page 1 of the respective executive summaries). Section B estimates the segregation of the Non-Residential savings between Commercial and Industrial customers based on the industrial allocation percentage determined in Section D. The purpose of this segregation is to exclude the Industrial savings from the FCA Non-Residential Group surcharge driver calculations (as Schedule 25 and 25P, comprised of mostly industrial customers are not included in the FCA). Section C calculates the estimate of the cumulative savings reflected in 2016 actual usage that was not part of the 2014 test year usage used to set the FCA Base in Case No. AVU-E-15-05 (rates effective January 1, 2016). This calculation assumes that savings were achieved evenly throughout the years. Consequently, half of the 2014 annual savings are deemed to have been reflected in the 2014 test year and half of the 2016 annual savings are deemed to have been reflected in the 2016 billed usage. Therefore the estimated energy efficiency programmatic savings reflected in 2016 that were not included in the rate-setting test year is the sum of one-half the 2014 savings, all the 2015 savings, and one-half the 2016 savings.
