SUBJECT: IN THE MATTER OF INTERMOUNTAIN SEWER AND WATER
CORPORATION'S APPLICATION TO CHARGE AN INTERIM RATE
FOR SERVICE; CASE NO. ISW-W-25-02.
BACKGROUND
On May 29, 2025, Intermountain Sewer and Water, Corp. ("Company") applied to the
Idaho Public Utilities Commission ("Commission") requesting a Certificate of Public
Convenience and Necessity ("CPCN") authorizing it to provide water service in and around the
Mayfield Springs Planned Community in Elmore County, Idaho (Service Area). The Company
also requested authority from the Commission to charge an interim rate for service, as determined
by a calculation proposed by the Company("Application").
The Commission bifurcated the Company's requests and ordered the creation of a separate
docket to consider the Company's request to charge an interim rate for service and the reliability
of the Company's water system, contingent upon the resolution of the Company's request for a
CPCN. Order Nos. 36688, 36772. On September 2, 2025, this case was opened.
On September 29,2025,the Commission issued an order approving the Company's request
for a CPCN in Case No. ISW-W-25-01. Order No. 36772. On October 23, 2025, the Commission
issued the Company's CPCN. Certificate No. 562.
On January 23, 2026, the Commission issued a Notice of Application and a Notice of
Modified Procedure setting written comment deadlines. Order No. 36916.
Commission Staff("Staff') filed comments on February 25, 2026, to which the Company
replied on March 16, 2026. The Commission received no public comments.

On April 30, 2026, the Commission issued Order No. 37015, approving an $85,200
revenue requirement and an interim monthly fixed charge of $71 for the Company's first 100
customers. The Commission also authorized a $405 new customer hookup fee and a 12 percent
reconnection fee interest rate. The interim rate will remain in effect until a new rate is approved
through a general rate case. The Commission also directed the Company to submit a compliance
filing within 45 days that includes a compliant tariff, an updated Summary of Rules, and a separate
schedule for IDEQ fees.
On August 11, 2026,the Company filed its compliance tariff pursuant to Order No. 37015,
which required the Company to submit a tariff reflecting the approved rates and charges, an
updated Summary of Rules, and a separate schedule for IDEQ fees.
STAFF RECOMMENDATION
Staff reviewed the filing and believes it satisfies the requirements of Order No. 37015.
Staff recommends the Commission approve the Company's August 11,2026, compliance filing as
satisfying the requirements of Order No. 37015. Staff further recommends the Commission
approve the submitted tariff,including the approved rates and charges,updated Summary of Rules,
and separate schedule for IDEQ fees.
COMMISSION DECISION
Does the Commission wish to approve the Company's August 11, 2026, compliance filing
and submitted tariff as satisfying the requirements of Order No. 37015, with an effective date of
April 30, 2026?
