On July 31, 2026, Avista Corporation, doing business as Avista Utilities ("Company"),
applied to the Idaho Public Utilities Commission ("Commission") requesting authorization to
decrease the rates under its natural gas tariff Schedule 191Energy Efficiency Rider Adjustment
("Rider"), effective November 1,2026, in alignment with its application to suspend its natural gas
demand-side management ("DSM") programs in Case No. AVU-G-26-01 ("Application").
Application at 1. If approved, the Company's annual natural gas revenues would be reduced by
approximately 1.6% and an Idaho residential natural gas customer using approximately 66 therms
per month would see a$1.03 decrease in their monthly bill (i.e., decrease from $59.28 to $58.24).

The Commission now issues this Notice of Application and Notice of Modified Procedure
establishing written comment deadlines.
NOTICE OF APPLICATION
YOU ARE HEREBY NOTIFIED that the Company represented it expects the Rider to be
overfunded by approximately$1.2 million by November 1, 2026.Id. at 5. The Company projected
that the Rider would be overfunded by almost $935,000 at the beginning of 2027. Id.
YOU ARE FURTHER NOTIFIED that the Company stated it was not proposing returning
the Rider's overfunded balance to its customers at this time because the Company's DSM
programs were going to continue to incur costs through 2026 and into 2027, as the Company
continued to manage contractual obligations associated with its DSM programs. Id. at 5-6.
YOU ARE FURTHER NOTIFIED that the Company requested approval to change its
tariff rider rate to $0.00000 per therm, effective November 1, 2026. Id. at 6.

YOU ARE FURTHER NOTIFIED that the Application, workpaper forecasts, and the
workpapers in support of the Company's proposed rate decrease are available for public inspection
during regular business hours at the Commission's office. The Application, workpaper forecasts,
and the workpapers in support of the Company's proposed rate decrease are also available on the
Commission's website at www.puc.idaho.gov. Click on the"GAS"icon, select"Open Cases,"and
click on the case number as shown on the front of this document.
YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held pursuant
to the Commission's jurisdiction under Title 61 of the Idaho Code, and that all proceedings in this
matter will be conducted pursuant to the Commission's Rules of Procedure, IDAPA 31.01.01.000
et seq.
NOTICE OF MODIFIED PROCEDURE
YOU ARE FURTHER NOTIFIED that the Commission has determined that the public
interest may not require a formal hearing in this matter, and that it will proceed under Modified
Procedure pursuant to the Commission's Rules of Procedure 201-204, IDAPA 31.01.01.201-.204.
The Commission notes that Modified Procedure and written comments have proven to be an
effective means for obtaining public input and participation.
YOU ARE FURTHER NOTIFIED that persons desiring to state a position on this
Application may file a written comment explaining why the person supports or opposes the
Application. Persons who would like a hearing must specifically request a hearing in their written
comments and explain why written comments alone are insufficient. Persons interested in filing
written comments, must do so by October 14, 2026. Comments must be filed through the
Commission's website or by e-mail unless computer access is unavailable. To comment
electronically, please access the Commission's website at www.puc.idaho.gov. Click the "Case
Comment Form" and complete the form using the case number as it appears on the front of this
document.

YOU ARE FURTHER NOTIFIED that if no written comments or protests are received
within the time limit set, the Commission will consider this matter on its merits and enter its final
order without a formal hearing. If written comments are received within the time limit set, the
Commission will consider them and, in its discretion, may set the same for formal hearing.

IT IS HEREBY ORDERED that this Application be processed under Modified Procedure.
Persons interested in submitting written comments must do so by October 14,2026. The Company
must file any reply comments by October 21, 2026.
IT IS FURTHER ORDERED that parties comply with Order No. 35375, issued April 21,
2022. Generally, all pleadings should be filed with the Commission electronically and will be
