Please explain the meaning of "Incremental Cost" as used in the table provided, and explain the components of this incremental cost and how it is calculated. b. Please describe the components the O&M cost included in the "Fuel and O&M Cost" column, and whether this includes fixed, variable, or both O&M costs. c. Please provide more specific references than those provided in the text of the response, including page numbers in the Company's FERC Form I andthe2017 IRP, for the data provided, and identify what data in the table came from which source. RESPONSE: a. Incremental costs is the marginal cost of production at the plant, the company uses this price for dispatch purposes. The components included in this calculation include variable fuel costs and variable costs such as mercury control, lime, WET taxes, scrubbers, water treatment, coal handling, ash, and other miscellaneous costs. b. These costs include both fixed and variable O&M costs c. FERC Form I data is on page 403 of the FERC form I report.
