How does the Company determine whether an existing meter should be relocated? What standards and/or specifications does the Company have for determining whether additional measures are necessary to protect meters from snow/ice accumulation and falling snow/ice? Please provide copies of employee procedure manuals, publications, pamphlets, brochures, website information, or other materials the Company utilizes to inform its employees, customers, the building and construction industry, and the general public about proper meter placement and adequate meter protection. RESPONSE: What standards and/or specifications does the Company have for determining proper meter placement? Electric: Please see Staff_PR_094 – Attachment A – 2017 Electric Service Requirements. Due to the size of this report, it is being provided in electronic format only Natural Gas: Please see page 20 in Staff_PR_094 – Attachment B. How does the Company determine whether an existing meter should be relocated? Electric: The Company will ask a customer to move an existing meter if the current location is determined to have become unsafe or there are accessibility issues for the current location of the meter. The Company will work with the customer to determine a better location and will move all conductors as needed to reconnect to the new location. In addition, customers may request that their meter be relocated. Natural Gas: If the existing gas meter location does not adhere to the current Company standards, then the meter must be relocated. See page 9 of Staff_PR_094 – Attachment B for more information. In addition, customers may request that their meter be relocated. What standards and/or specifications does the Company have for determining whether additional measures are necessary to protect meters from snow/ice accumulation and falling snow/ice? Electric: On a case-by-case basis, the Company may ask for additional measures to protect the electric meter from falling snow or ice based upon the location of the meter/mast to structures that accumulate quantities of snow or ice and how quickly those structures shed the snow or ice. Natural Gas: Please see page 21 of Staff_PR_094 – Attachment B. The standards read that the location of the riser and meter shall be placed on a non-shed side of the roof where possible. If on shed side, or if additional protection is needed, approved external meter protection should be installed to protect from falling snow and ice. See page 3 for information regarding Meter Set protection and barricades of Staff_PR_094 – Attachment B.
