NEWS RELEASE: Idaho Power Proposes to Sell Oregon Service Territory
BOISE (Aug. 14, 2026) —Idaho Power has submitted an application to the Idaho Public Utilities
Commission seeking approval of the proposed sale of its service territory in Oregon to the Oregon
Trail Electric Consumers Cooperative, Inc. Idaho Power said the sale will benefit customers in
both states by simplifying operations and eliminating the need to serve customers across the two
states.
The utility also said the sale will allow it to concentrate financial resources, infrastructure
investments and workforce on serving its Idaho customers during a time when the utility is
experiencing an increase in the demand for electric service.
The utilities entered into an asset purchase agreement (APA) on Feb. 13, 2026, and a Territory
Allocation Agreement (TAA) on May 13, 2026. Idaho Power said the APA and TAA will provide
for the transfer of the utility's entire Oregon service territory and retail customer base, along with
certain distribution and transmission infrastructure required for Oregon Trail Electric Consumers
Cooperative to provide service to customers in the newly acquired area.
Idaho Power serves approximately 20,000 customers in Malheur, Harney, Baker and Wallowa
counties. The utility said it is proposing to sell the service territory for $154 million and that it
believes the sale will support affordable electric rates for Idaho customers.
