MELANSON DEPUTY ATTORNEY GENERAL DATE: AUGUST 11, 2026 SUBJECT: IN THE MATTER OF AVISTA CORPORATION'S RESIDENTIAL AND SMALL FARM ANNUAL RATE ADJUSTMENT FILING; CASE NO.AVU- E-26-07. On July 31, 2026, Avista Corporation ("Company") applied to the Idaho Public Utilities Commission ("Commission") requesting authorization to implement Residential and Small Farm Energy rates for electric service from October 1, 2026, through September 30, 2027 ("Application"). The Residential and Small Farm Energy rate credit is proposed to increase from 0.233¢per kilowatt-hour("k)"")to 0.2520 per kWh.Application at 2-3.The Company represents that Residential customers using an average of 939 kWh per month are expected to see a monthly bill decrease of$0.19 per month or 0.15%.Id. at 3. STAFF RECOMMENDATION Commission Staff("Staff') recommends the Commission issue a Notice of Application and Notice of Modified Procedure, establishing a September 8, 2026, public comment deadline, and a September 15, 2026, reply comment deadline.
