To the Idaho Public Utilities Commission:
NetWolves Network Services, LLC ("Company") respectfully submits this letter to notify
the Idaho Public Utilities Commission ("Commission") of the surrender of the Company's
operating authorization(s) in the State of Idaho ("State").
1. Operations and Service Classification
The Company currently provides, and for several years has been providing, services to
sophisticated business customers as a private service provider on a private-carriage
basis.This private-carrier operating model applies to the Company's current year-to-date
operations, its 2025 operations, and prior operational years dating back several years.
Furthermore, these service offerings qualify as interstate Business Data Services under
applicable Federal Communications Commission definitions, such that no intrastate
telecommunications services are currently provided by the Company in this State.
2.Jurisdictional Position & Request for Surrender
Based on the Company's review of applicable federal and state law, it is the Company's
position that providers of private-carrier services are not subject to the Commission's
regulatory jurisdiction. Further, because no intrastate services are currently provided by
the Company, no customers will be impacted by surrender of the Company's operating
authority in this State.
Accordingly, the Company respectfully requests the immediate cancellation and formal
surrender the above-referenced operating authorization held in this State.
