public interest for several reasons. First, the company itself has made a commitment to be
gas- and coal-free by 2030 and these plants wouldn't even come online until after that
date. Second, there is no demonstrated need for them. They are meant to support data
centers that Idahoans do not even want, as evidenced by the recent action in Pocatello to
reject a new data center.Third, any additional needs can be met by alternative energy
sources such as batteries, solar, or wind for the same amount or less money. At a time
when we are currently choking on smoke caused by wildfires that are caused by climate
change due to carbon emissions, it is absurd that the company would choose now to build
new carbon-based plants. Stand up for Idaho and say no to these new plants:'

then. It would be such a waste of time and resources to make polluting power plants for

Idaho Public Utilities Commission:
I'm asking you to reject Idaho Power's proposed gas plants near Mountain Home and
Burley.These plants are based on speculative demand forecasts tied to data centers that
may never fully materialize, yet ratepayers would be stuck paying for them for decades
either way.
Idaho Power's own analysis shows battery storage costs about the same as gas and would
meet the same needs—without the pollution,fuel price swings, and climate impact.
Approving these plants would also undercut Idaho Power's own 100% clean energy goal.
I'd also urge the Commission to fix Idaho's low compensation rates for residential solar.
Paying homeowners fairly for the power they generate would help grow distributed solar at
Little cost to anyone.
Idaho has abundant sun and wind.We should invest in solar,wind, and batteries—not lock
ratepayers into another 30 years of gas.
Please reject these plants and direct Idaho Power toward clean, affordable alternatives.

Dear Commissioners,
I am submitting this comment in opposition to the proposed natural gas power plant in
Elmore County.
I am concerned that building additional fossil fuel infrastructure moves Idaho in the wrong
direction at a time when cleaner energy resources and energy efficiency measures should
be receiving greater consideration. The environmental impacts of a new gas plant will
extend far into the future, while cleaner alternatives continue to improve and become more
widely available.
Once these facilities are constructed, the negative financial and environmental effects are
difficult to reverse. I ask the Commission to require Idaho Power to prioritize alternatives
that reduce pollution, promote sustainability, and protect future generations of Idahoans.
Please reject this proposal.

Comment: "I object to IPC's planned gas-fired power plant. This project is wrong-headed
and short-sighted:
—to the extent Idaho may(or may not) be facing a power shortfall, this can be addressed
better and probably cheaper by using large-scale battery storage combined with solar
generation; by consumer incentives to reduce power during peak periods; by better
agricultural water storage and management.
—the main predicted cause of the presumed looming power shortfall is data centers and
similar power-hungry installations. These giant power users should be required to produce

I find the proposal to build further fossil fuel generation perplexing. It should be rejected.
Idaho Powers goal is to be 100% clean energy by 2045. Given that a natural gas plant will
operate anywhere from 25-40+years, permitting new plant construction is to cede that
goal. New capacity should be added either in the form of renewables or storage.
Idaho Power cites cost difference as the reason to prefer fossil fuel capacity to additional
grid storage, but more than simple costs should be considered. Burning fossil fuels have
significant externalities we are still working to understand as a society.
If this proposal is allowed, it should extract significant concessions from Idaho Power for
forfeiting their clean energy goals in such a blatant manner."

Comment: "As a regulated monopoly utility, Idaho Power profits from building expensive
things, whether or not they are in the public interest. The gas plants it proposes to build
would make Idaho Power's shareholders a lot of profit and also enrich out-of-state
methane gas producers, but are a bad deal for ratepayers.
It is 2026. Solar, wind, and batteries are now cheap, scalable, and quick to deploy. This is
not new; everyone in the energy industry knows it. If Idaho Power needs more power
generating capacity, such a combination is the economical way to build it.
Moreover,we also have tools to reduce the amount of capacity needed, and Idaho Power is
not using them to their potential. Demand-response, time-of-use charges, and other tools
to shift demand away from peak hours are underutilized here compared to other electricity
markets. For example, the optional time-of-use residential rate schedule is so unappealing
compared to the default flat rate that it's hard to imagine what customers would actually
choose to use it, a big difference compared to the strong incentives to heat/cool in off-peak
hours that my friends and extended family see in other states.
Idaho Power has modern tools to supply customers with the energy they need, but is
pretending it's still 2010 and choosing obsolete and expensive ways instead. The PUC
should not be fooled:'

Dear Idaho Public Utilities Commission,
I urge you to reject the request of Idaho Power to build two new gas powered plants. In this
warming world we don't need more pollution and if a person can't breathe the air nothing
else matters. There are other better, cleaner and more efficient ways to accomplish the
same thing. And further, who knows if these data centers will come to fruition, there is so
much opposition to them.Again, I urge you to turn down Idaho Power's request to build two
new gas powered plants!!!
Please reject Idaho Power's request to construct two new gas plants in southern Idaho.
These gas plants are expensive and risky, with fluctuating and increasing fuel costs into the
future, and are simply not in the public interest.

It is not certain that Idaho Power needs to build these plants as they rely on an uncertain
forecast of energy demands in 2030.
It is unclear Idaho Power can actually operate these gas plants because the pipelines are
full and building new lines is outside of the Company's power to control the timeline or
costs.
Battery storage is more affordable, keeps energy dollars in-state instead of importing gas
supplies, is quick to install, and does not pollute our air. Please put the onus on Big Tech to
build their own expensive energy facilities, and tell Idaho Power to focus on building
affordable, clean, and stable energy projects that don't pollute our air and raise our bills.
