The IRP plan outlines how the utility expects to meet the demand for natural gas service during the next five years. Filed every two years with the Commission, the IRP documents the utility's process to ensure there is enough safe and reliable delivery capacity and natural gas supply. It also evaluates residential, commercial and large-volume customer demand growth under multiple scenarios, among other factors. The IRP is a working document that incorporates assumptions and projections at a specific point in time. The utility provides natural gas sales and service to the residential, commercial and the large volume market. Its residential and commercial customers use natural gas primarily for indoor heating and water heating. The utility's large volume customers transport natural gas. The IRP includes a forecast of future natural gas demand for each customer class, an analysis of natural gas supply options for each customer class and a comparative analysis of gas purchasing options and improvements in the efficient use of natural gas, among other items. In its order acknowledging the plan, the Commission said it does not approve the plan or any resource acquisition referenced in it, endorse any particular element in it or weigh in on the utility's prudence in selecting the IRP's preferred resource portfolio.
