COMES NOW Schweitzer Basin Water LLC, hereinafter referred to as "Applicant" or
"SBW" and holder of Certificate of Public Convenience and Necessity No. 521 from the
Idaho Public Utilities Commission hereby applies to the Commission for authorization to
increase its rates and charges for water service.The test year ended 2024. The current rates
were approved by the PUC via Order No. 33372, dated Sept 2, 2015.
Applicant is a Limited Liability Corporation duly qualified to do business in Idaho. In the
test year,the Applicant provided water service to 458 residential and 0 commercial customers
in or around the city of Sandpoint in Bonner County, Idaho.Approximately half our ERU's
(living units) are in multifamily buildings, thus rates are based upon ERU's rather than by the
connection.
Application is made to the Commission to authorize a general 134 % increase in water rates
as follows:
• Each Equivalent Residential Unit(ERU) flat rate would increase from $39 (for units
less than 500 sq ft)to $93 per month ($279 per quarter), an increase of$54 per month
or approximately 138%
• Each Equivalent Residential Unit flat rate would increase from $41 (for units greater
than 500 sq ft) to $93 per month ($279 per quarter), an increase of$52 per month or
approximately 127%.
• The "Single living unit with additional guesthouse or attached living unit (no kitchen)
which can be rented" would be removed.

• The "Single living unit with second living area which can be rented" would be
removed.
There are no metered residential or commercial customers.
Customers will be billed quarterly for service provided during the previous three (3) months.
The minimum charge for service shall be for one (1) month.
The Non-Recurring Charges would be:
• The Infrastructure Contribution Fee, would increase for"Each New single living
unit" from $6950 to $11950, a 72% increase (2.7% rate for 20 years)
• "Each additional single living unit which can be rented without a kitchen" would be
removed.
• The Water Tap fee for the nine (9) specified lots on Telemark Road would increase
from $3000 to $4000, a 33% increase.
• The Water Tap Fee for the five (5) specified Lots on Ullr would increase from $3500
to $4000, a 14% increase.
• All Other Lots would increase from $2000 to $4000, a 100% (3% over 34 years).
• A new Connection Transfer Fee, added for transferring an individual ERU, would be
$150.
There will be no additional charge for the Idaho Deparhnent of Environmental Quality fee to
drinking water companies.
Rules and Regulations Proposed Changes are:
• Section 3.3 change "deposit' to "fee".The sentence will now read: "The Company
shall not be obligated to provide service at a service location until any required fees
has been received by the Company in accordance with the UCRR. "
• Section 13.7 is proposed to be added: "Company does not provide water for
irrigation. Customers shall refrain from watering outside areas (lawn, gardens,
flowers, etc.).
Applicant requests that such changes in rates and charges be effective on Sept 1, 2026.
Applicant hereby certifies that it has notified its customers of the Application by mailing or
emailing a notice to each customer the week of July 27, 2026. A similar notice has been
published in Sandpoint Daily Bee during the week of July 27, 2026. Copies of these notices
are included with this Application.

Based upon the test year ending December 31, 2024,Applicant believes it's proposed
increase in rates and charges is justified because there has not been a rate increase since 2012
and SBW has had a negative balance every year. The proposed rate seeks to bring the 2012
rate at par with current monetary values, compensate for added regulatory requirements,
continue a system improvement program, cover existing expenses associated with routine
operations and allow a reasonable rate of return associated with ongoing operations.

of the motor, pumping capacity in Gallons per Minute (GPM), depth of the
well and depth to water aquifer.
Supplemental Schedule 4: A schedule showing each of the Company's reservoirs
showing the type of construction, means of system pressurization and
capacity.

known changes to the test year financial data shown on Exhibit Nos. 1
through 4. To be provided as requested during the audit.
Supplemental Schedule 6: Workpapers showing that the proposed rates will produce

d. the depth of the applicant's service line is less than the minimum
depth required for frost protection;
e. the applicants' proposed service, main or other appurtenance does
not conform to good engineering design or meet the standard
specifications of the Company; or
f. if the applicant refuses to agree to abide by the rules and
regulations of the Company.
If the Company denies service to an applicant for any reason, it shall

uses which require abnormally large quantities of water, arrangements
shall be made with the Company prior to the taking of such water.
13.7 Company does not provide water for irrigation. Customers shall
refrain from watering outside areas (lawn, gardens, flowers, etc.).
14 Special Provisions or Amendments
14.1 Fire Hydrants
a. The Company does not provide fire hydrants on the water system.
All fire hydrants are owned by individual property owners or
homeowners' associations.
b. The water system was not designed to furnish fire protection; the
Company's purpose is to furnish only domestic water service_
Therefore, the Company shall not be responsible for loss or
damage claimed to have occurred due to lack of adequate water
supply, or water pressure, and merely agrees to furnish such
quantity of water at such pressure as are available in its general I
distribution system. If a new installation or additional flows and f
pressure are required, it is the responsibility of the fire hydrant
owner and the fire hydrant owner's engineer to determine, with the
Company and DEQ's approval, a system design change that would
provide such additional flows and/or pressures. These system
changes, if agreed upon by the Company, shall be at the expense
of the fire hydrant owner. The Schweitzer Fire District shall be

Schweitzer Basin Water LLC (SBW) has filed an application with the Idaho
Public Utilities Commission (PUC) requesting approval of a proposed rate
increase to be effective September 1 , 2026.
SBW has not had a rate increase since 2012 and has had a negative balance
every year. The proposed rate seeks to bring the 2012 rate at par with current
monetary values, compensate for added regulatory requirements, continue a
system improvement program, cover existing expenses associated with routine
operations and allow a reasonable rate of return associated with ongoing
operations.
If approved, the Recurring Rate Charges would be:
® Each Equivalent Residential Unit (ERU) flat rate would see the monthly
bill increase from $39 (for units less than 500 sq ft) to $93 per month
($279 per quarter), an increase of$54 per month or approximately 138%,
and
• Each ERU flat rare would see the monthly bill increase from $41 (for units
greater than 500 sq ft) to $93 per month ($279 per quarter), an increase of
$52 per month or approximately 127%.

The company is proposing to increase overall revenue by $303,185. This
represents an overall increase of 134%.

Sandpoint ID - On July 27, 2026 -Schweitzer Basin Water LLC (SBW)filed an application
