SUBJECT: IN THE MATTER OF KOOTENAI ELECTRIC COOPERATIVE, INC,'S
APPLICATION FOR APPROVAL OF ITS 2026-2028 WILDFIRE
MITIGATION PLAN; CASE NO. C07-E-25-01.
On December 31, 2025, Kootenai Electric Cooperative, Inc. ("Company") applied to the
Idaho Public Utilities Commission("Commission")requesting approval of its 2026-2028 Wildfire
Mitigation Plan("2026 WMP"), in accordance with the Wildfire Standard of Care Act.
On June 29, 2026, the Commission approved the 2026 WMP on the condition that the
Company file an updated 2026 WMP with the 2026 WMP Update Materials incorporated as a
compliance filing within 14 days of Order No. 37081. Order No. 37081 at 14.
On July 9,2026,the Company filed its First Amended 2026-2028 Wildfire Mitigation Plan
("Amended Plan")with the Commission pursuant to Order No. 37081 ("Compliance Filing"). The
Company stated it included the 2026 WMP Update Materials within its Amended Plan as
narratives and appendices. Compliance Filing at 1. The Company requested the Commission
issue an order approving its Amended Plan. Id. at 2.
On July 10, 2026, the Company filed an errata to its Compliance Filing ("Errata to
Compliance Filing")to(i)delete its response to Staff s Production Request No. 14 from Appendix
G to the Amended Plan, and (ii) insert its response to Staffs Production Request No. 13(b) as
Appendix G to the Amended Plan. Errata to Compliance Filing at 1. The Company stated that the
Errata to Compliance Filing deleted all references to Staff s Production Request No. 14 from the
Company's Amended Plan, including the reference in the table of contents, and replaced those
references with Staffs Production Request No. 13(b). Id. The Company requested the

Commission issue an order approving its Amended Plan submitted with its Compliance Filing as
amended by the Errata to Compliance Filing. Id.
STAFF ANALYSIS
Commission Staff ("Staff') reviewed the Company's Amended Plan and Errata to
Compliance Filing filed for compliance with Order No. 37081. Staff believed each of the required
2026 WMP Update Materials were included within the Company's Amended Plan and Errata to
Compliance Filing. Staff believed the Company complied with Order No. 37081 as each of the
required items were included within its Amended Plan and Errata to Compliance Filing.
Also, Staff believed the Company complied with the Order No. 37081 time requirement as
the Amended Plan and Errata to Compliance Filing were filed with the Commission on July 9,
2026, and July 10, 2026,which were within 14 days of Order No. 37081. The Commission issued
Order No. 37081 on June 29, 2026, which made July 13, 2026, the final day to comply.
STAFF RECOMMENDATION
Staff recommends the Commission find that the Company's Amended Plan filed on July
9, 2026, as amended with the Errata to Compliance Filing filed on July 10, 2026, has complied
with Order No. 37081 and satisfies the condition for approval of the 2026 WMP.
COMMISSION DECISION
