In its 2015 and 2016 rate cases (AVU-E-15-05 and AVU-E-16-03), the Company based its Cost of Service allocators on a Load Research Study performed by DNV-GL (dated January 22, 2015). Were the Cost of Service allocators for the present case (AVU-E-17-01) based on the same study? If not, please provide the information used as a basis for the allocators used in the present case.
RESPONSE:
The Knox Cost of Service workpapers include the demand study as pages COS-122 through COS-144. The electronic version of these workpapers can be found in the native format Cost of Service workpaper files named “Summarize Load Study Results - 2016.xlsx” and “Demand 12CP 12.2016.xlsm”. The relationships and load shapes from the Load Research Study are used in combination with 2016 usage and customer data to determine the 2016 specific demand study results.
