Please provide the business case for Project Phoenix.

RESPONSE:

The business case justification narrative for Project Phoenix (also known as the “AvistaUtilities.com Redesign”) can be found in Kensok Exhibit 10, Schedule 1, pages 15-20. For ease of reference, an excerpt of these pages has been provided as Staff_PR_017 Attachment A.

Additionally, Staff_PR_017 Attachment B, Staff_PR_017 Attachment C, and Staff_PR_017 Attachment D include statements of work for the three RFPs under which work on this project was provided by external resources. These statements of work describe the complexity of the project.
