On June 25, 2026, Rocky Mountain Power, a division of PacifiCorp ("Company") applied
to the Idaho Public Utilities Commission ("Commission") requesting approval of an Asset
Transfer Agreement("Agreement")between the Company and the City of Idaho Falls ("City")for
the City to purchase certain electric facilities currently owned and used by the Company to supply
electric service to a customer.
With this Order we issue notice of the Company's Application, set public comment and
Company reply deadlines, and set a public telephonic customer hearing.
BACKGROUND
The Service Allocation Agreement, as approved by the Commission on December 5,2017,
and updated on March 2, 2026, authorizes the transfer of a customer's electric service from one
utility to another, provided that the acquiring utility compensates the serving utility for both lost
revenues and the distribution facilities used to provide service to that customer. Application at 2-
3. Under the terms of the Agreement,the Company and the City agreed that compensation for lost
revenues would be calculated as 167%of the customer's total electric billings during the preceding
12-month service period.Id. at 3. The Agreement further requires the acquiring utility to purchase
any poles,wires, crossarms, insulators, guy wires, and other facilities that are no longer necessary
for the serving utility to provide electric service to that customer. Id.

NOTICE OF APPLICATION
YOU ARE HEREBY NOTIFIED that one customer has requested their electric service be
transferred to the City, and the Company notified the customer that it had entered into an
Agreement to facilitate the transfer.Id. Per the terms of the Agreement,the Company and the City
agreed to transfer the customer's electric service to the City, and the City agreed to purchase the
facilities identified in Exhibit A to the Agreement, which was submitted as Confidential
Attachment No. I to the Application.Id.
YOU ARE FURTHER NOTIFIED that the Application is available for public inspection
during regular business hours at the Commission's office. The Application is also available on the
Commission's website at www.puc.idaho.gov. Click on the "ELECTRIC" icon, select "Open
Cases," and click on the case number as shown on the front of this document.
YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held pursuant
to the Commission's jurisdiction under Title 61 of the Idaho Code, and that all proceedings in this
matter will be conducted pursuant to the Commission's Rules of Procedure, IDAPA 31.01.01.000
et seq.

YOU ARE FURTHER NOTIFIED that the Commission has determined that the public
interest may not require a formal hearing in this matter, and that it will proceed under Modified
Procedure pursuant to the Commission's Rules of Procedure 201-204, IDAPA 31.01.01.201-.204.
The Commission notes that Modified Procedure and written comments have proven to be an
effective means for obtaining public input and participation.
YOU ARE FURTHER NOTIFIED that persons desiring to state a position on this
Application may file a written comment explaining why the person supports or opposes the
Application. Persons interested in filing written comments, must do so by August 21, 2026.
Comments must be filed through the Commission's website or by e-mail unless computer access
is unavailable. To comment electronically, please access the Commission's website at
www.puc.idaho.gov. Click the "Case Comment Form" and complete the form using the case
number as it appears on the front of this document.
To file by e-mail,persons must e-mail the comments to the Commission Secretary and all

YOU ARE FURTHER NOTIFIED that if no written comments or protests are received
within the time limit set, the Commission will consider this matter on its merits and enter its final
order. If written comments are received within the time limit set, the Commission will consider
them.

YOU ARE FURTHER NOTIFIED that the Commission will conduct a public telephonic
customer hearing in this matter on Tuesday, August 25, 2026, beginning at 11:00 a.m. (MDT),
and ending at 11:30 a.m., or after all customer testimony has been taken, whichever comes
first. The purpose of the telephonic customer hearing is to take testimony from members of the
public and customers of the Company. To participate, interested persons can call 1-208-985-2810
shortly before the designated time,and enter the conference number 433 809 590#when prompted.
Those planning to testify are encouraged to start calling in to the hearing at about 10:50 a.m.
(MDT) on August 25, 2026.
YOU ARE FURTHER NOTIFIED that the telephonic hearing will meet accessibility
requirements of the Americans with Disabilities Act. Persons needing the help of a sign language
interpreter or other assistance to participate in or to understand testimony at a public hearing may
ask the Commission to provide a sign language interpreter or other assistance at the hearing. The
request for assistance must be received at least five working days before the hearing by contacting

IT IS HEREBY ORDERED that this Application be processed under Modified Procedure.
Persons interested in submitting written comments must do so by August 21, 2026. The Company
must file any reply comments by August 28, 2026.
IT IS FURTHER ORDERED that the Commission will hold a public telephonic customer
hearing on Tuesday, August 25, 2026, at 11:00 a.m. (MDT) and ending at 11:30 a.m., or after all
customer testimony has been taken,whichever comes first.
IT IS FURTHER ORDERED that parties comply with Order No. 35375, issued April 21,
