Observations include: Safety equipment, JSA, material verification, verified operator qualifications,
correct trench depth, pressure test, EFV's,purging, bedding of 2700' 2"main and 30' of 3/" service and
setting risers. All observed procedures were followed in accordance with Avista procedures.
IPUC staff traveled back to Boise and completed paperwork, 22 May 2026.
