RESPONSE: The most recent low income billing analysis was performed by Nexant for the 2014-2015 Impact Evaluation and the findings from the regression analysis which can be found in Section 6.10 and regression outputs in Appendix C.2. of the 2014-2015 Idaho Electric Impact Analysis, which is provided as Exhibit No. 2, Schedule 1 in this Case. The raw Low Income customer usage data is available, but like all of the electric impact and process activities the data contains both Washington and Idaho customers to improve the robustness and precision of the model.
