RESPONSE: Agency delivered low income weatherization programs primarily focus on homeowners. Within the rental market there are split incentive issues that make it difficult for the Agency to deliver weatherization to renters. Within our outreach efforts, the Company’s approach has been to reach low-income and senior customers through a variety of methods such as energy fairs, workshops and mobile outreach through our energy resource van. These events are conducted at food banks or in partnership with agencies that provide opportunities to renters and homeowners alike. At a higher level, Avista is working on improving operating costs for renters through our multifamily direct use market transformation effort that is promoting natural gas in new multifamily developments where customers do not have as many choices for efficient heating options.
