IPC-E-26-08 COMPANY'S APPLICATION FOR ITS ) ANNUAL UPDATE TO MARGINAL ) COMMENTS OF MICRON PRICING USED IN CERTAIN SCHEDULES ) TECHNOLOGY, INC. Micron Technology, Inc. ("Micron"), pursuant to the Commission's Notice of Modified Procedure dated June 8, 2026, provides the following comments regarding Idaho Power Company's ("IPC" or the "Company") Application for its Annual Update to Marginal Pricing ("Application"). I. Introduction Micron supports IPC's request for relief in this proceeding and for processing this case using Modified Procedure! Micron does not oppose the Application and reserves the right to respond to issues raised by other parties in written comments. Importantly, Micron asserts that any issues related to marginal energy pricing methodology, as opposed to a marginal energy price 1 Idaho Power Company's Application for its Annual Update to Marginal Pricing Used in Certain Schedules, ¶ 31 (Apr. 1,2026)("IPC Application"). 1 MICRON TECHNOLOGY, INC.'S COMMENTS IPC-E-26-08 update, be considered in a separate future proceeding as considered during the Micron FAB Special Contract ("Micron FAB")proceeding. II. The Commission should process this docket without a hearing and reserve consideration of issues related to marginal energy pricing methodoloQy to a separate future proceeding. The Commission should process the Application consistent with IPC's proposal for three reasons. First, this proceeding is limited in scope, and thus a hearing is unnecessary. Second, IPC's proposal is consistent with Commission precedent.2 Third, the Company's proposal is consistent with stakeholder agreement in the Micron FAB proceeding.3 A. A hearing is unnecessary to consider the limited scope of this proceeding. Marginal energy price update proceedings are narrow in scope, "allow[ing] for cost flexibility" based on vetted and established models.4 The Company updates marginal energy prices annually, and"reevaluat[es] the source and basis" of the relevant model every five years in a separate proceeding.5 Here, the Company only seeks to update its marginal energy costs, and does not propose underlying modeling adjustments.6 Moreover, the Application requests the Commission to "direct [the Company] to maintain the currently in effect marginal cost-based energy rates for Schedule 20 and 34," which were already vetted and approved in previous 2 See Case No.IPC-E-25-17,Order Nos.36619(May 30,2025),36568(Apr.23,2025);Case No.IPC-E-24-15,Order Nos. 36201 (May 31, 2024), 36147 (Apr. 18, 2024) (both dockets processing annual marginal energy update applications without a hearing). A hearing is thus unnecessary, and would unduly broaden and frustrate this proceeding. B. IPC's proposal is consistent with Commission precedent. The Company has filed two annual marginal energy pricing update applications, and the Commission processed both applications without a hearing.8 The Commission should process the Application without a hearing consistent with Commission precedent. C. IPC's proposal to not update marginal energy pricing methodology in this proceeding is consistent with stakeholder agreement in the Micron FAB proceeding. Stakeholders examined the marginal energy pricing methodology in the Micron FAB proceeding,raising various questions regarding the pricing framework.9 Ultimately,however,the parties recommended that the Commission address marginal energy pricing methodology issues in a standalone docket "independent of the annual [marginal energy pricing] update."10 According to the Company, an independent docket "would allow for a more comprehensive and transparent evaluation of the marginal cost-based pricing framework and ensure that any modifications are appropriately scoped and vetted."11 The marginal energy pricing methodology, therefore, is outside the scope of this proceeding. Rather, the Commission and stakeholders should address the methodology in a standalone docket consistent with stakeholder agreement in the Micron FAB proceeding. III. Conclusion Micron respectfully requests that the Commission continue to process this case without a hearing and defer the consideration of any issues related to marginal energy pricing methodology to a future proceeding.
