Please explain why all participants did not receive energy usage letters? Please provide a sample copy of an energy usage letter. RESPONSE: Based on discussions with the Lewiston Community Action Agency, they reported to us that they had database/computer system and internal differences on this outreach tactic that was tested. Avista provides direction, oversight and requests CAP to report on activities and expenditures that Avista in turn reports to the IPUC. CAP is responsible for day to day operations and the delivery of conservation education outreach to customers such as the participant energy use letter. CAP had some operational challenges that they reported that limited their ability to fully execute on this piece of their conservation education outreach efforts.
