RE: Case No. AVU-E-26-04— Staff s Application to Update Inputs to the "Surrogate
Avoided Resource"Method Avoided Cost Rates
Avista Corporation dba Avista Utilities (Avista or Company) received the Notice of Application,
Order No. 37067, from the Idaho Public Utilities Commission (IPUC) dated June 12, 2026
notifying the Company of Commission Staffs application requesting the Commission issue an
order updating inputs to the Surrogate Avoided Resource("SAR")Model of Avista,approving the
resulting SAR-based avoided cost rates, and establishing a new processing timeline for the annual
update, and opportunity to file written comments on this matter. The Company has reviewed the
new published avoided cost rates and proposed new timeline and supports Staffs changes to the
model and inputs as described in Staffs application and agrees that the rates are correct.
