SUBJECT: IN THE MATTER OF AVISTA CORPORATION'S APPLICATION FOR AN
ACCOUNTING ORDER AUTHORIZING A CARRYING CHARGE ON
BALANCES ASSOCIATED WITH THE COMPANY'S DEMAND SIDE
MANAGEMENT PROGRAMS; CASE NOS. AVU-E-26-08 & AVU-G-26-04.
On June 5,2026,Avista Corporation, doing business as Avista Utilities, ("Company")applied
to the Idaho Public Utilities Commission ("Commission") requesting approval of the Company
incorporating a carrying charge at the rate of 4.0%for 2026,which would be updated each year based
on the newest annual rate approved by the Commission, on the unamortized balances of the
Company's Schedules 91 and 191 ("Energy Efficiency Ride Adjustment—Idaho")in order to address
the underfunded tariff balance and to sufficiently fund the Company's Electric Energy Efficiency
Program ("Application"). Application at 1-2.
STAFF RECOMMENDATION
Commission Staff("Staff') recommends that the Commission issue a Notice of Application
and Notice of Modified Procedure, establishing an August 4, 2026,public comment deadline, and an
August 18, 2026, reply comment deadline.
