SUBJECT: IN THE MATTER OF CBTS TECHNOLOGY SOLUTIONS LLC'S
REQUEST FOR CANCELLATION OF ITS CERTIFICATE OF PUBLIC
CONVENIENCE AND NECESSITY NO. 509; CASE NO. BWT-T-25-01.
On December 5,2025,CBTS Technology Solutions LLC("Company)applied to the Idaho
Public Utilities Commission ("Commission")requesting the Commission cancel its Certificate of
Public Convenience and Necessity("CPCN")No. 509 ("Application").
STAFF ANALYSIS
Commission Staff("Staff') reviewed the Company's request to cancel CPCN No. 509.
CPCN No. 509 was issued in Order No. 32677 and then amended by Order No. 33956 on
December 28, 2017. In its filing submitted on December 5, 2025, the Company indicated that as
of January 1, 2025, it no longer provided services in the State of Idaho under CPCN No. 509.
Application at 1. The Company also stated that it has not received a request for local exchange
services since December 31, 2023, and currently has only business customers. Response to Staff
Production Request No. 1. In the same response,the Company indicated that it has three customers
receiving Voice over Internet Protocol ("VoIP") services in Idaho. Id. The Company stated that
it would continue to offer VoIP services to its customers and filed an application to operate as an
"Other Telecommunication Service Provider" in the State of Idaho (BWT-T-26-01). Application
at 1.
Additionally, Staff reviewed the Company's tariff and price lists found on the
Commission's website. The most recent tariff is dated December 8, 2017. Staff recommends that

the Company submit an updated tariff and price lists with the Commission that reflect the changes
in services.
The Company is also requesting a waiver be granted for the public notice requirement
found in Idaho Code § 62-612(2)and IDAPA 31.01.01(Rule 20). Application at 1. The Company
is not discontinuing or terminating all services in Idaho, it is requesting to relinquish or cancel its
CPCN. Staff does not object to providing a waiver to the Company for the public notice
requirement.
RECOMMENDATION
Staff recommends that the Commission cancel CPCN No. 509 which allowed the Company
to provide resold and facilities-based local telecommunications services in the State of Idaho,
cancel any tariffs the Commission has on file associated with CPCN No. 509, and grant the
Company a waiver of the notice requirement under Idaho Code § 62-612(2).
COMMISSION DECISION
Does the Commission wish to cancel CPCN No. 509 which allowed the Company to
provide resold and facilities-based local telecommunications services in the State of Idaho, cancel
any tariffs the Commission has on file associated with CPCN No. 509, and grant the Company a
waiver of the notice requirement under Idaho Code § 62-612(2)?
