HomeMy WebLinkAbout20260625Minute_Order.pdf Office of the Secretary Service Date June 25,2026 BEFORE THE IDAHO PUBLIC UTILITIES COMMISSION IN THE MATTER OF AVISTA ) CASE NO.AVU-TAE-26-03 CORPORATION'S TARIFF ADVICE NO. ) AVU-TAE-26-03 FOR PROPOSED ) MINUTE ORDER REVISIONS TO SCHEDULE 90 AND 91 ) On June 1, 2026,Avista Corporation, d/b/a Avista Utilities ("Company") submitted Tariff Advice No. AVU-TAE-26-03, proposing revisions to Schedules 90 and 91 ("Tariff Advice"). In its request, the Company stated the purpose of its revisions were to: (1) incorporate reference to demand response ("DR") programs and/or services within the Company's Schedule 90, "Electric Demand Side Management Programs;" (2)to provide an avenue for DR as part of its demand side management ("DSM") offerings; and (3) to allow for a portion of DR administrative costs to be charged through its associated Schedule 91, "Demand Side Management Rider Adjustment — Idaho" ("DSM Rider"). Tariff Advice at 1. The Company did not propose any changes to rates in its Tariff Advice.Id. at 3. The Company made additional revisions to improve the format and flow of Schedule 90, to reference DR, and to replace the term "energy efficiency" with the term "demand side management" or"DSM."Id. at 2. At the Commission's Decision Meeting on June 23, 2026, Commission Staff presented a Decision Memorandum stating that Staff discovered inconsistencies in the Company's Schedule 90 and 90B regarding the funding of DR programs. Decision Memorandum at 1. Staff explained that the Company filed amended Schedules 90B and 90D ("Amended Tariff Sheets") to remove the inconsistencies identified by Staff and to address typographical errors in Schedule 90D. Id. Staff recommended the Commission accept the Company's proposed revisions to Schedule 90 and Schedule 91, as filed in the Tariff Advice submitted on June 1, 2026, with the Amended Tariff Sheets submitted on June 12, 2026. Id. at 2. The Commission's Rule of Procedure 134.02 directs that no tariff advice will be effective unless the public and the Commission have been notified pursuant to applicable sections of Title 61 of the Idaho Code. IDAPA 31.01.01.134.02. Additionally, no tariff advice takes effect on less than 30 days' notice, "unless the Commission finds good cause to approve the earlier effective date."Id. MINUTE ORDER 1 Having reviewed the record and Ending that the Company's notice of the proposed tariff advice meets the requirements of Rule 134.02, the Company's revised tariff is approved, as filed in the Tariff Advice submitted on June 1,2026,with the Amended Tariff Sheets submitted on June 12, 2026, effective July 1, 2026.
