Please provide a detailed explanation of how the Company determines whether expenses for the Low Income Weatherization Program are prudent?
RESPONSE:
The Company provides the Idaho CAP agency $750,000 per year for education and conservation programs. To determine the level of appropriate rebate for conservation measures, the Company takes results from previous evaluations and the Regional Technical Forum (RTF) to determine the proper savings and costs per measure. If the avoided energy benefits exceed the cost of the measure, the Company will fully fund the measure installation, however if the opposite is true, the “rebate” amount for the measure is capped by the avoided energy benefit the measure provides.
