RESPONSE: Agencies are under rigorous inspection and verification protocols through state and federal funding. Often the homes have multiple funding sources as part of the improvements that include the Company allocation and as such have multiple inspections related to the project. Typically the Company allows the inspections to occur as part of the regularly scheduled appointments with the state and federal funding sources. There are several checks and balances inherent in the program that provide confidence in the installation of measures. Avista has participated in joint inspections but has limited Avista specific inspections in order to manage the number of times made to a customer’s home. The Company also retains a third-party evaluator who determines the timing of site visits related to the process and impact evaluation of the various energy efficiency programs. The 3rd party evaluations plan developed in coordination with the advisory group have relied on deemed savings and bill analysis for the Low Income Weatherization Program. Page 1 of 1
