Are measures approved by Avista prior to installation? Are measures reviewed for appropriateness after installation? RESPONSE: Typically, the Agency follows the Health and Safety guidelines set forth by the Department of Energy (DOE) specifications. The Company allows the Agency to spend Health and Safety funds on repairs or other improvements that maintain the integrity of the energy efficiency measure installed and/or improve the homes livability. The Company also allows the Agency to utilize Health and Human Safety funds towards energy efficiency measures that are capped at the avoided costs and are less than 100% of the DSM incentive. If there is an unusual circumstance in a home, the Agency will usually call in advance to determine if appropriate and to receive approval to charge the improvement to the Health and Safety category. Health and Safety measures are reviewed during inspections that occur after the installation has been completed. Page 1 of 1
