In its request, the Company states the purpose of its revisions is to: (1) incorporate the mention of demand response ("DR") programs and/or services within the Company's tariff Schedule 90, "Electric Demand Side Management Programs;" (2) to provide an avenue for DR as part of its demand side management ("DSM") offerings; and(3)to allow for a portion of DR administrative costs to be charged through its associated Schedule 91, "Demand Side Management Rider Adjustment — Idaho" ("DSM Rider"). Tariff Advice at 1. The Company did not propose any changes to rates in its Application. Id. at 3. The Company made additional revisions to improve the format and flow of the Schedule 90 tariff, to add the mention of DR, and to replace the term "energy efficiency" with the term "demand side management" or"DSM". Id. at 2.
