Subject: Formal Complaint Against Rocky Mountain Power
— Failure to Address Hazardous Private Power Pole and
Emergency Drop Line Request
Background
On June 11,2026, I submitted an emergency request to Rocky Mountain Power(RMP)
regarding a private power pole located on my neighbor's property at 263 N Main St,Downey,
Idaho. The pole, with an attached fuse box, is leaning heavily into my fence and poses imminent
danger to property and safety. Despite the urgency, RMP failed to perform any emergency drop
line release or mitigation.
Failures by Rocky Mountain Power
• Ignored Emergency Request: RMP did not act on the emergency drop line request,
leaving the hazard unaddressed.
• Unqualified Personnel: RMP dispatched two low-level technicians who were neither
qualified nor authorized to conduct a structural or electrical integrity evaluation.
• Improper Evaluation: The technicians focused only on wire tension and clearance,
ignoring the structural hazard of the pole. One technician increased line tension,
worsening stress on my fence.
• Non-Compliance with NESC: No evaluation was performed in compliance with the
National Electrical Safety Code(NESC), which requires qualified personnel to assess
and mitigate hazards involving poles, lines, and clearances.
Applicable Standards and Codes
• National Electrical Safety Code(NESC): Requires compliance with structural and
electrical safety standards. RMP's actions failed to meet these requirements.
• City of Downey Ordinances: Hazardous and dilapidated structures are prohibited(Code
4-1-5B), and electrical installations must conform to Idaho minimum requirements (Code
8-2-1). RMP's failure to act ignored both local and national standards.
Requested Action by IPUC

I respectfully request that the Idaho Public Utilities Commission:
1. Investigate RMP's failure to respond to the emergency hazard reported on June 11,
2026.
2. Require RMP to conduct a proper structural and electrical evaluation of the private
power pole using qualified engineers in compliance with NESC standards.
3. Mandate corrective action including emergency mitigation(drop line release or
stabilization)to eliminate imminent danger.
4. Ensure accountability by requiring RMP to provide written documentation of findings,
compliance measures, and corrective actions taken.
Closing
Rocky Mountain Power's failure to act on an emergency hazard and reliance on unqualified
personnel constitutes a serious breach of public safety obligations. I request written confirmation
of receipt of this complaint and a timeline for investigation and enforcement.
