NEWS RELEASE: Commission Accepting Written Comments On Electric Utilities'
Applications Seeking Certificates Of Public Convenience And Necessity
BOISE (June 16, 2026)—The Idaho Public Utilities Commission is accepting written comments
until mid-August on applications submitted by Rocky Mountain Power and Idaho Power to
receive certificates of public convenience and necessity for a transmission line segment.
The utilities are proposing to build Segment E-8 of the Gateway West project. It is a 500-kilovolt
line that will start at the Midpoint Substation near Jerome, Idaho, and runs to the Hemingway
Substation near Melba, Idaho. It also will connect to Idaho Power's proposed 500-kilovolt
Mayfield Substation. Segment E-8 would provide an additional 2,000 megawatts in transmission
capacity.
Written comments on the applications are being accepted until Aug. 21, 2026. Comments are
required to be filed through the Commission's website or by e-mail unless computer access is not
available. To submit comments through the website,visit puc.idaho.gov and click on the "Case
Comment Form" link on the upper left side of the page. When filling out the form, please use
case number IPC-E-26-09 if submitting comments on Idaho Power's application and case
number PAC-E-26-06 if submitting comments on Rocky Mountain Power's application.
Comments submitted through e-mail should be sent to the e-mail addresses listed below.
Commenters are required to include their name, address and case number IPC-E-26-09 if
submitting comments on Idaho Power's application or case number PAC-E-26-06 if submitting
comments on Rocky Mountain Power's application. If computer access is not available,
comments can be mailed to the Commission, Idaho Power and Rocky Mountain Power at the
addresses listed below. Commenters are required to include their name, address and case number
IPC-E-26-09 for Idaho Power's application or case number PAC-E-26-06 for Rocky Mountain
Power's application.
