The Company requests that revised rates become effective July 15, 2026, which is more than thirty (30) days after the filing date of this Application, consistent with Commission requirements. As shown in Exhibit 4, the Company's calculated annual revenue requirement is $58,960.36. With fifteen (15) residential customers, full recovery of that revenue requirement would require a flat monthly rate of approximately$327.56 per customer. The Company is not requesting the full cost-of-service rate in this proceeding. Instead, the Company is requesting approval of a flat monthly rate of$195.00 per customer. At fifteen (15) customers, the proposed rate would generate approximately$35,100 in annual revenue: $195.00 x 15 customers x 12 months = $35,100. The Company recognizes that an immediate increase from the current monthly rate of$95.00 to the full cost-of-service rate of approximately $327.56 would create a substantial immediate impact on customers. While the Company believes the full revenue requirement is supported by the filing, the Company is proposing a moderated initial rate to balance two important obligations: mitigating immediate rate impact to customers and ensuring the water system has sufficient revenue to continue providing safe, adequate, and reliable service. The proposed $195.00 monthly rate is designed to recover the Company's pro forma operating expenses and depreciation expense, while deferring recovery of a substantial portion of the remaining revenue requirement. Specifically, the proposed rate would allow the Company to recover current operating, maintenance, administrative, customer accounting, insurance, regulatory compliance, and depreciation costs necessary to operate the system as a regulated utility. The Company is intentionally not seeking full recovery of the remaining revenue requirement in this case, including a substantial portion of return on rate base and related capital recovery components. The difference between the full calculated revenue requirement of$58,960.36 and the annual revenue generated by the proposed $195.00 monthly rate is approximately $23,860.36. This means the Company is requesting recovery of approximately 59.53% of the calculated revenue requirement and is deferring approximately 40.47% of the full revenue requirement at this time. The Company recognizes that individual components of the calculated revenue requirement may be reviewed and adjusted by Commission Staff or the Commission. However, even with such adjustments, the proposed $195.00 monthly rate remains materially below the Company's fully supported cost-of-service revenue requirement. The Company believes this phased approach is reasonable under the circumstances. It begins moving rates toward cost-based levels while recognizing the effect that a full immediate increase would have on customers. At the same time, the proposed rate provides the Company with a more sustainable revenue level to support ongoing system operation, regulatory compliance, customer service, insurance, depreciation, and maintenance obligations. This filing is based upon a 12-month test year and includes supporting exhibits as outlined in the Commission's Small Water Company General Rate Case Application and Exhibit Guide. The Application includes: • Exhibit 1— Rate Base, including Plant in Service, Accumulated Depreciation, and Rate Base Calculation; • Exhibit 2— Financial Statements, including Test Year Revenues, Operating Expenses, and Adjusted Income Statement; • Exhibit 3—Weighted Average Cost of Capital; • Exhibit 4— Revenue Requirement and Revenue Deficiency Calculation; • Rate Design calculations; • Draft Customer Notice prepared in accordance with IDAPA 31.01.01.125; and • Supporting workpapers, including the Excel revenue model with formulas intact. Since issuance of the Company's Certificate of Public Convenience and Necessity, the Company has undertaken a review of its operating costs, regulatory obligations, and revenue requirements. This filing seeks rates sufficient to recover the reasonable and necessary costs of providing safe, adequate, and reliable regulated water service. The Company respectfully submits that the proposed $195.00 monthly rate represents a measured and reasonable first step toward cost-based rates. It does not fully recover the Company's calculated revenue requirement, but it improves the financial stability of the water system while limiting the immediate impact on customers. The Company acknowledges that this matter may proceed under Modified Procedure pursuant to IDAPA 31.01.01.201—.204 and that discovery may be conducted under IDAPA 31.01.01.221—.240. The Company will respond timely to any Production Requests and comply with applicable procedural requirements. SSW-W-26-02 APPLICATION OF SOUTHSHORE 2 WATER COMPANY, LLC FOR AUTHORITY TO INCREASE RATES AND CHARGES FOR WATER SERVICE Southshore 2 Water Company, LLC ("Company"), by and through its Managing Member, Ryan Martin, hereby submits this Application requesting authority to increase rates and charges for water service within its certificated service territory. In support of this Application, the Company states as follows: 1. APPLICANT 1. Southshore 2 Water Company, LLC is an Idaho limited liability company authorized by the Idaho Public Utilities Commission ("Commission") to operate as a regulated public utility pursuant to Order No. 37053 in Case No. SSW-W-26-01. 2. The Company's mailing address is: Southshore 2 Water Company, LLC P.O. Box 1293 Eagle, Idaho 83616 Telephone: (208) 510-0982 3. The Company currently provides domestic water service to fifteen (15) residential customers within its certificated service territory in Canyon County, Idaho. 11. JURISDICTION 4. The Commission has jurisdiction over this Application pursuant to Idaho Code Title 61 and the Commission's Rules of Procedure, IDAPA 31.01.01. 5. This Application is submitted pursuant to IDAPA 31.01.01.121 and the Commission's Small Water Company General Rate Case Application and Exhibit Guide. III. REQUEST FOR RATE RELIEF 6. The Company currently charges a flat monthly rate of$95.00 per customer. 7. The Company requests approval of a revised flat monthly rate of$195.00 per customer effective July 15, 2026. 8. At the current rate of$95.00 per month, annual revenue generated from fifteen (15) customers is approximately $17,100. 9. At the proposed rate of$195.00 per month, annual revenue generated from fifteen (15) customers would be approximately $35,100. 10. The proposed rate increase is necessary to recover a portion of the Company's reasonable and necessary costs of providing regulated water service. IV. REVENUE REQUIREMENT 11. As shown in Exhibit 4, the Company's calculated annual revenue requirement is $58,960.36. 12. Based upon fifteen (15) customer connections, full recovery of the calculated revenue requirement would require a monthly rate of approximately $327.56 per customer. 13. The Company is not requesting the full cost-of-service rate in this proceeding. 14. Instead, the Company is requesting approval of a monthly rate of$195.00 per customer. 15. The proposed rate would recover approximately 59.53% of the Company's calculated revenue requirement. 16. The Company is voluntarily deferring recovery of approximately 40.47% of its calculated revenue requirement at this time. 17. The Company believes this approach is reasonable because it balances customer rate impacts with the financial needs of the utility. 18. The Company recognizes that individual components of the calculated revenue requirement may be reviewed and adjusted by Commission Staff or the Commission. However, even with such adjustments, the proposed $195.00 monthly rate remains materially below the Company's fully supported cost-of-service revenue requirement. V. REASONS FOR THE REQUEST 19. Since becoming a regulated public utility, the Company has incurred additional operating, administrative, and compliance obligations associated with Commission oversight. 20. The Company has experienced increases in costs associated with: a. Operations and maintenance oversight; b. Customer account administration; c. Regulatory compliance; d. Administrative and general management functions; e. Professional accounting and legal services; f. Insurance; g. Mileage and transportation related to utility operations; h. Bad debt reserves; i. Electronic payment processing; and j. Other reasonable and necessary utility operating expenses. 21. The Company has also included depreciation expense necessary to support the long-term preservation and replacement of utility assets. 22. The proposed rates are intended to provide a more sustainable level of revenue necessary to continue providing safe, adequate, and reliable water service while maintaining compliance with applicable regulatory requirements. Approve a flat monthly residential rate of$195.00 per customer effective July 15 2026, or such other date as the Commission deems appropriate; D.
