Melanson, Deputy Attorney General, submits the following comments. BACKGROUND On May 1, 2026, Idaho Power Company ("Company") petitioned the Commission requesting an update to the Colstrip-related adjustable portion of the avoided cost rates for certain Public Utility Regulatory Policies Act("PURPA") contracts ("Petition"). The Commission has established a method for determining the annual adjustable portion of avoided cost rates for certain contracts, using variable cost data of Colstrip from Avista Corporation's Federal Energy Regulatory Commission("FERC") Form 1. Order No. 28708 at 8. The Company proposes to update the Colstrip-related adjustable portion of the avoided cost rate from 24.56 mill/kilowatt hour("kWh")to 24.40 mill/kWh,effective July 1,2026.Petition at 2. The Company submitted the relevant pages from Avista Corporation's FERC Form I used to calculate the proposed rate. STAFF COMMENTS I DUE JUNE 18, 2026 STAFF ANALYSIS Staff believes the Company's proposed Colstrip-related adjustable rate of 24.40 mills/kWh is correct and recommends approval. To ensure that the proposed Colstrip-related adjustable rate is correct, Staff needed to determine if the calculations used to determine the rate was based on the method authorized by the Commission through Order No. 28708 and that the inputs in the calculation were the correct variable cost data from Avista Corporation's FERC Form 1. Through its review, Staff verified that the Company's method used to calculate the rate complies with Order No. 28708 and that the data used was the correct data. STAFF RECOMMENDATION Staff recommends the Commission approve the Colstrip-related adjustable rate of 24.40 mills/kWh, with an effective date of July 1, 2026.
