I know that all the accounting terminology and schedules can be intimidating and I would be happy to explain how and why this accounting deferral mechanism came into being, including the small forecast piece as well as the rate design. I have worked on Avista's and Idaho Power's PCA filings for many years now, and my offer still stands to go over the filing with you when I get back to Boise next week. I am probably one of the most knowledgeable people at the !PUC in regards to the power cost adjustment mechanisms for Avista and Idaho Power, and would be happy to help you with this current filing.
