SUBJECT: IN THE MATTER OF COMMISSION STAFF'S APPLICATION TO
UPDATE INPUTS TO THE SURROGATE AVOIDED RESOURCE("SAR")
MODEL AND SAR-BASED AVOIDED COST RATES; CASE NO. PAC-E-
26-08.
On May 5, 2026, Commission Staff ("Staff') applied to the Idaho Public Utilities
Commission ("Commission") requesting the Commission issue an order updating inputs to the
Surrogate Avoided Resource ("SAR")Model of Rocky Mountain Power, a division of PacifiCorp
("Company"), approving the resulting SAR-based avoided cost rates, and establishing a new
processing timeline for the annual update ("Application").
At the Commission's Decision Meeting on May 19, 2026, Commission Staff ("Staff')
presented a Decision Memorandum recommending that the Commission issue a Notice of
Application and Notice of Modified Procedure establishing written comment deadlines. Staff
presents this Decision Memorandum to clarify its recommendation regarding the written comment
deadlines.
STAFF RECOMMENDATION
Staff recommends the Commission issue a Notice of Application and Notice of Modified
Procedure, establishing a 21-day public comment deadline, which is applicable to the Company,
and a 28-day Staff reply comment deadline.
