Annette, 

Based on our earlier conversation, Staff would like to propose the following changes to the PCA moving forward starting 
with the 2016‐2017 PCA deferral period.  With your confirmation, we will propose them as recommendations in our 
comments. 

1. Change the format of the PCA Actual‐Authorized deferral spreadsheet in the PCA filing to the format (or 
something similar) of the first worksheet in the attached excel workbook. 
2. Change the rate impact spreadsheet in the PCA filing to the format (or something similar) to the second 
worksheet in the attached excel workbook. 

Please note that inherent in the proposed deferral worksheet is a change in the method for calculating interest so that it 
is consistent for both the deferral and the amortization amounts simplifying it considerably without a significant 
material difference.  Also note that the interest estimate for the next PCA year amortization period (10/1/16 through 
9/30/17) has been taken out of the rate calculation.  This effectively bases the new PCA rate on the ending balance as of 
September 30 following the deferral period with 3 months of projected amortization (plus interest). 

Please let us know if this is acceptable.
