COMMISSIONER KJELLANDER : Well , good
evening . This is the time and place for a telephonic
public hearing in the matter of the application of Avista
Utilities for authority to increase its rates and charges
for electric service in Idaho , Case No . AVU -E-16-03 . My
name is Commissioner Paul Kjellander and I 'll be
presiding over tonight 's telephonic hearing . I 'm joined
by Commissioner Eric Anderson and Commissioner Kristine
Raper . The three of us will serve to ultimately
determine the outcome of this case once it 's fully
submitted .
The purpose of tonight 's telephonic
hearing is to provide an opportunity for electric
customers of Avista to offer official comments for the
record regarding the settlement agreement . Since this is
a telephonic hearing , I 'm asking all on the phone to mute
your phones and only speak when you 're called upon .
Please do not interrupt while someone else is providing
testimony , and since this is an official public hearing ,
we have a court reporter on site who will be capturing
these proceedings as part of the official record .

As we move forward tonight , the process

will be that as I call your name to provide your
statement , first get you officially to say your name ,
address , and spell your name for the record , and I will
then be asking you your address and if you 're an electric
customer of Avista . Then I 'll ask you to provide your
statement or comment regarding the case . There 's a
possibility that one of the official parties to the case
will have a follow -up question once you 've delivered your
statement , but the likelihood of that this evening is
probably very slight . It 's referred to as
cross -examination , but I don 't anticipate that we 'll have
much cross -examination from any of the parties this
evening .
Before we call our first public witness or
first potential public witness , let me recognize the
official parties to the case . We have with us this
evening on the phone David Meyer with Avista Corporation .
At our offices in the Hearing Room here in Boise , Idaho ,
at the Public Utilities Commission , we have Brandon
Karpen , the Deputy Attorney General who is representing
Commission Staff in this proceeding . Other parties to
this case are Clearwater Paper Corporation , Idaho Forest
Group , LLC , Snake River Alliance , Community Action
Partnership Association of Idaho , and all of those
parties have entered into signatures for the settlement

stipulation agreement that has been filed with the
Commission , and there will be a technical hearing on that
settlement stipulation on Friday of this week , so with
that , then , we 're ready to see if we have any members of
the public who are electric customers of Avista who are
willing to testify .
We have had one caller and I do know their
name . I 'm not sure if they want to testify . I hate to
call you out on this , but I believe we have Don Murrell .
Don , are you wanting to offer up a statement this
evening?
MR . MURRELL : Not really . I just wanted
to listen and observe .
COMMISSIONER KJELLANDER : Okay . I
apologize for not having more for you to observe .
MR . MURRELL : That 's okay .
COMMISSIONER KJELLANDER : The remaining
exciting component of this will actually be on Friday
when we get to the technical hearing component . We 'll
have several witnesses and testimony there and we 'll also
be developing a full record on that . What I think we 'll
do at this point is we 'll go off the record for about
five minutes just to see if we get any more callers , and
if we don 't have any callers in which to testify , what
we 'll do at that point is wrap up things and then also

officially for the record we 'll just identify what the
time frame will be for additional written comments that
can be filed , so with that , we 'll go off the record for
about five minutes and thank you for your patience .

COMMISSIONER KJELLANDER : Now we 'll go
back on the record and as we sit today , we 've had just
one call -in from a gentleman who just was interested in
listening in and we appreciate that call . We have not
had any other potential witnesses this evening , so we 're
at the point at which we need to draw this to a
conclusion , but with that , too , we need to also ensure
for the record that we will be allowing for additional
written comments in this case and I believe that we
typically allow at least five days past the actual
technical hearing , so I would assume that the Friday
following that technical hearing , which would be December
8th , then , would be the appropriate deadline for
additional written comments to be submitted in reference
to this case , so with that , then , again , I want to thank
those from Avista that were online this evening , David
Meyer and company , and also Mr . Karpen with the Attorney
General 's Office representing Staff , and , again , a
reminder that the technical hearing for this case will be

Friday , December 2nd , at 9 :30 a .m. Mountain time . That
would be at 8 :30 a .m. Pacific time .
MR . KARPEN : December 1st .
COMMISSIONER KJELLANDER : December 1st is
Friday? So it 's Friday , December 1st . That technical
hearing on the stipulation and settlement agreement will
be at the Idaho Public Utilities Commission Hearing Room ,
and , again , once that phase of the case is completed and
the matter is fully submitted , the Commission will begin
its deliberations , so with that , then , we are adjourned .
