COMMISSION STAFF ("STAFF") OF the Idaho Public Utilities Commission
("Commission"), by and through its attorney of record, Erika K. Melanson, Deputy Attorney
General, submits the following comments.
BACKGROUND
On April 16,2026,Rocky Mountain Power,a division of PacifiCorp("Company")applied
to the Commission requesting approval of the updated variable energy price pursuant to the terms
of the 1992 amendments to certain Public Utility Regulatory Policies Act of 1978 contracts in
Idaho("Application"). Currently,the only contract that will be affected by this update is the Marsh
Valley Hydro contract, which will expire on February 28, 2028. Application at 2. The Company
proposed that the variable energy rate be effective from July 1, 2026, through June 30, 2027.

STAFF COMMENTS I MAY 28, 2026

STAFF ANALYSIS
Staff reviewed the Application and verified that the proposed rate is correct. The
calculation used the data reported in the Company's Federal Energy Regulatory Commission Form
1, and the resulting variable energy rate is $40.98 per megawatt hour("MWh").
STAFF RECOMMENDATION
Staff recommends that the Commission approve the variable energy rate of $40.98 per
MWh applicable to the energy delivered under the Marsh Valley Hydro contract, commencing
July 1, 2026, extending through June 30, 2027.
