PAC-E-26-05 POWER'S APPLICATION REQUESTING ) APPROVAL TO RECOVER$4.1 MILLION ) REPLY COMMENTS OF ASSOCIATED WITH THE ECAM ) ROCKY MOUNTAIN POWER DEFERRAL AND REFUND $1.4 MILLION ) Pursuant to Rule 202.01(d) of the Rules of Procedure of the Idaho Public Utilities Commission("Commission") and the Commission's April 20, 2026,Notice of Application and of Modified Procedure, Rocky Mountain Power a division of PacifiCorp (the "Company") hereby submits reply comments in the above-referenced case. I. BACKGROUND 1. On April 1, 2026, the Company applied for Commission authorization to adjust its rates under the Energy Cost Adjustment Mechanism ("ECAM") and requested approval of approximately $4.1 million in deferred costs from the deferral period beginning January 01,2025, through December 31, 2025, with a 0.7% percent overall decrease to Electric Service Schedule No. 94, Energy Cost Adjustment ("Schedule 94"). The Company also sought authorization to return $1.4 million in renewable energy credit("REC") revenue to customers under Schedule No. 98, REC Revenue Adjustment ("Schedule 98")—and a corresponding 0.4% decrease in rates. 2. On April 20, 2026, Commission Order No. 37006 provided public notice of the Company's Application, authorized processing of the Application by Modified Procedure, and Page I established the procedural schedule allowing persons who would like to file written comments to have until May 8, 2026, and the Company having until May 15, 2026, to file reply comments. 3. On May 8, 2026, Commission Staff("Staff') filed comments with the following recommendation: (1)Approve recovery of the $4.1 million ECAM deferral balance; (2)Approve the return of$1.4 million in REC revenues through the RRA; (3)Approve Schedules 94 and 98 rates as filed, with an effective date of June 1, 2026; and (4) Accept the late-filed customer comments II. REPLY TO STAFF COMMENTS 4. PacifiCorp appreciates Staff's efforts and the thorough review provided in its comments submitted to the docket. In particular, PacifiCorp is especially appreciative of the comprehensive and detailed analysis of its filing presented in Staff's analysis. The Company collaborated with Staff throughout the evaluation process and agrees with the recommendations provided. 5. Consistent with prior practice, Commission Staff began its in-depth review of this filing in January 2026 with an audit request seeking the Company's ECAM calculations, hedging reports, internal audit report,hourly generation logs, and other information relevant to the ECAM. During the week of April 6t', Staff met with Company experts on multiple occasions to discuss the Company's coal contracts and coal supply, 2025 planned and plant outages, and the Company's market bidding and benefits from participating in the Western Energy Imbalance Market ("WEIM"). III. REQUEST FOR RELIEF 6. PacifiCorp request that the Commission adopt the recommendation provided in Staff comments, which consistent of the following: Page 2 (1)Approve recovery of the $4.1 million ECAM deferral balance; (2)Approve the return of$1.4 million in REC revenues through the RRA; (3)Approve Schedules 94 and 98 rates as filed, with an effective date of June 1, 2026; and (4)Accept the late-filed customer comments DATED this 15t'day of May, 2026.
