SUBJECT: IN THE MATTER OF TWC IP ENABLED SERVICES,LLC'S NOTICE OF
INTENT TO OPERATE AS AN "OTHER TELECOMMUNICATIONS
SERVICE PROVIDER"; CASE NO. TIE-T-26-01.
On April 30, 2026, TWC IP Enabled Services, LLC ("Company) submitted to the Idaho
Public Utilities Commission ("Commission") a Notice of Intent to operate as an "Other
Telecommunications Service Provider"within the State of Idaho ("Notice").
STAFF ANALYSIS
Commission Staff("Staff') reviewed the Notice and attached Exhibits. In its filing, the
Company provided notice to the Commission stating that it intends to operate as an "Other
Telecommunications Service Provider" in the State of Idaho. Notice at 1. The Company stated
that it is an affiliate of Time Warner Cable Business LLC and Time Warner Cable Information
Services (Idaho), LLC ("Time Warner"). Id. The Company indicated that it intends to offer
wholesale interconnected Voice over Internet Protocol services throughout Time Warner's service
area in the State of Idaho. Id. at 2. The Company will use existing infrastructure owned by Charter
Communications, Inc., and its subsidiaries, to provide service. Id. The Company included a
Certificate of Existence/Filing from the Idaho Secretary of State's office with its Notice. Id. at
Exhibit A.
Staff notes that the Company is not requesting a Certificate of Public Necessity or an
Eligible Telecommunication Carrier status in this Notice.

Staff recommends that the Commission acknowledge the Notice submitted by the
Company.
