Mr Rush -
I received an email from my homeowner's association, which contained your name and
email information. I am a resident in the Stoneridge community in Blanchard, ID. I see that
there has been another application submitted to the IPUC for water rate increases. I have
written a couple letters in response to these increases sent to the IPUC expressing my
objections. I am hopeful that my letters have been received, and details of my objections
have been digested with the board evaluating the application. I have also expressed
concerns about various "justifications"for the increases as expressed by Espirit, and my
concerns for their business practices. I am curious whether it is the responsibility of the
IPUC to investigate their business and accounting practices, as part of the evaluation
process. Can you please provide information about how the applications are evaluated as
a general practice with IPUC?And whether there is a method in place with the IPUC to
prevent a constant and regular"bombardment" of applications submitted from Espirit in an
effort to "exhaust"the board in obtaining consent to these increases, undermining the
residents receiving their services from Espirit's predatory pricing schemes? In other words,
what is to prevent Espirit from badgering the IPUC until the IPUC relents and gives Espirit
what they want at the expense of residents? I still have grave concerns about Espirit's
business practice of claiming loss of revenues to his utility from no long earning his revenue
from the resort he owns, while charging residents substancial increases for improvements
that primarily benefit his resort and nit residents. I am also concerned about what were
described as service improvements left unseen and unrealized from residents receiving
these said services. Essentially, I'm calling for(as I have previously expressed in previous
Letters) a physical examination and investigation into Espirit's operations and practices to
ascertain whether there is fraud being perpetrated upon residents in the Stoneridge
community,which I suspect is occurring based on the reasons Espirit outlines in their
justification for the substantial increaes. Thank you for your attention to this matter, and
