RESPONSE: Idaho will be credited in the PCA for its jurisdictional allocated share of the value of the Palouse Wind RECs used for Washington RPS compliance. There will be no credit to Idaho for the Palouse Wind bonus Apprenticeship Credits used for Washington RPS compliance as the bonus Apprenticeship Credit is not a separate REC that could have been sold unless the RECs are sold to another entity using them for Washington RPS compliance, in which case Idaho will receive their share of the REC sale revenue. However, using the 20 percent bonus Apprenticeship Credit for Washington RPS compliance will free up more RECs from Kettle Falls that can be sold for the benefit of Idaho customers. Page 1 of 1
