IPC-E-26-05 COMPANY'S APPLICATION FOR A ) DETERMINATION OF 2025 DEMAND-SIDE ) NOTICE OF APPLICATION MANAGEMENT EXPENSES AS ) PRUDENTLY INCURRED ) NOTICE OF MODIFIED PROCEDURE ORDER NO. 37013 On March 13, 2026, Idaho Power Company ("Company") applied to the Idaho Public Utilities Commission ("Commission") requesting an order designating expenditures of $28,936,689 in Idaho Energy Efficiency Rider funds,and$8,939,724 of demand response program incentives, for a total of$37,876,413, as prudently incurred demand-side management expenses ("Application"). Application at 1-2. The Commission now issues this Notice of Application and Notice of Modified Procedure establishing written comment deadlines. NOTICE OF APPLICATION YOU ARE HEREBY NOTIFIED that in 2025 the Company spent $28,936,689 in Idaho Energy Efficiency Rider funds and $8,939,724 in demand response program incentives funded through base rates and annually tracked through the Power Cost Adjustment mechanism.Id. at 1. YOU ARE FURTHER NOTIFIED that the Company represents that during 2025 it saved 153,099 megawatt hours ("MWh") through its annual energy efficiency programs and savings from Northwest Energy Efficiency Alliance Initiatives. Id. at 6. The Company represents that overall, its savings from its energy efficiency portfolio experienced a year-over-year increase of 7,689 MWh. Id. at 7. Additionally, the Company represents that its energy efficiency portfolio remains cost-effective with a Utility Cost Test ratio of 1.70, a Total Resource Cost ratio of 1.37, and a Participant Cost Test ratio of 1.78.Id. YOU ARE FURTHER NOTIFIED that the Company reports that it achieved a total non- coincident demand reduction of 161 megawatts ("MW") from its demand response programs in 2025, out of an available capacity of 328 MW. Id. The Company represents that its demand NOTICE OF APPLICATION NOTICE OF MODIFIED PROCEDURE ORDER NO. 37013 1 response portfolio has a capacity exceeding 8.6% of the Company's all-time system peak load available to respond to a"system peak load event" during summer months.Id. YOU ARE FURTHER NOTIFIED that the Company reports energy savings of 28,371 MWh from the residential sector, 91,620 MWh from the commercial/industrial sector, and 5,400 MWh from the irrigation sector.Id. at 6. YOU ARE FURTHER NOTIFIED that the Company's Demand Side Management 2025 Annual Report ("DSM 2025 Annual Report") that was filed with the Application describes the Company's DSM strategies for 2026. Further, the DSM 2025 Annual report includes Supplement 1, which shows the cost-effectiveness tests for each program, and Supplement 2, which contains program evaluations, reports, and surveys. YOU ARE FURTHER NOTIFIED that the Application, the DSM 2025 Annual Report, and supporting documentation are available for public inspection during regular business hours at the Commission's office. These documents are also available on the Commission's website at www.puc.idaho.gov. Click on the "ELECTRIC" icon, select"Open Cases," and click on the case number as shown on the front of this document. YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held pursuant to the Commission's jurisdiction under Title 61 of the Idaho Code, and that all proceedings in this matter will be conducted pursuant to the Commission's Rules of Procedure, IDAPA 31.01.01.000 et seq. NOTICE OF MODIFIED PROCEDURE YOU ARE FURTHER NOTIFIED that the Commission has determined that the public interest may not require a formal hearing in this matter, and that it will proceed under Modified Procedure pursuant to the Commission's Rules of Procedure 201-204, IDAPA 31.01.01.201-.204. The Commission notes that Modified Procedure and written comments have proven to be an effective means for obtaining public input and participation. YOU ARE FURTHER NOTIFIED that persons desiring to state a position on this Application may file a written comment explaining why the person supports or opposes the Application. Persons who would like a hearing must specifically request a hearing in their written comments and explain why written comments alone are insufficient. Persons interested in filing written comments, must do so by July 14, 2026. Comments must be filed through the NOTICE OF APPLICATION NOTICE OF MODIFIED PROCEDURE ORDER NO. 37013 2 Commission's website or by e-mail unless computer access is unavailable. If written comments are received within the time limit set, the Commission will consider them and, in its discretion, may set the same for formal hearing. The Company must file any reply comments by August 4, 2026. IT IS FURTHER ORDERED that parties comply with Order No. 35375, issued April 21, 2022. Generally, all pleadings should be filed with the Commission electronically and will be deemed timely filed when received by the Commission Secretary.See Rule 14.02.
