Comment: "Avista increased the residential rate 12% last September. Now they seek to
increase it another 7.4% starting May 1. It is hard for us who are on fixed income to handle
all these increases. Only 8 months since the last increase. Please help the people not to
have to absorb another rate increase.Thank you."
