Comment: "I don't feel it is fair at all to the customers of Avista to have to pay for the costs
to operate Avista's electric energy efficiency programs. If that is a program that Avista
wishes to have for their customers, then Avista should pay for it out of their profits without
passing that cost onto the customers. The customers of electric companies are held
hostage because we have absolutely no choice as to what electric company supplies our
homes/businesses with electricity. I truly feel for those that live on a fixed income with
everything going up in price and once it goes up, it rarely comes back down. 7.4% is a huge
amount to ask customers to cover--Avista just needs to drop the program"
