Please explain the Company’s methodology for developing, managing, executing, and completing Capital Projects considering a least cost approach. Please provide a copy of any Company policies and procedures documenting the process.

Please also see Company witness Rosentrater testimony starting at page 4 that discusses the Company’s asset management programs and how these programs aim to maintain system reliability and safety, while realizing operational and electrical efficiencies and minimizing life cycle costs of assets.
