Inspection Summary
Audit consisted of IPUC inspectors Brooks and Green inspecting field installed equipment for the FL074,
Franklin-Preston, Idaho inspection unit. The PHMSA IA question set, and Enbridge equipment listing
were used as a guide throughout the audit to ensure all areas were completed/covered.

Travelled to Logan, Utah.
March 16,2026: (1.0 Standard JB) (1.0 Standard AG)
Met with Enbridge company representatives at the Logan office for an in brief and to begin field audit and
reviewed OQ records for all personnel taking part in the inspection.
• 7 regulator stations were inspected for proper operation, regulator lock-up, relief device operation,
cathodic protection pipe-to-soil readings, pipe-to soil interface wrap protection, station warning
signs and right-of-way clearances.
• 1 cathodic protection rectifier, 3 casing and carrier CP readings taken, 12 emergency/isolation
valves were checked for proper operation.
An exit interview was performed following the district inspection with field personnel and compliance
specialist Justin Berg. Inspectors returned to Boise office upon completion of inspection.

Completed audit forms: PHMSA IA question set with OQ protocol 9, IPUC Form 1, Post-Inspection
Preliminary Written Findings and attached inspection documents.
