Commission directed Idaho Power Company ("Company") to file an annual Clean Energy
Your Way Program Prudency Report. The enclosed report provides the information
requested in Order No. 35893 and the Company's evaluation of the Clean Energy Your
Way program for 2025.

2025 CLEAN ENERGY YOUR WAY PROGRAM ANNUAL REPORT
I. PURPOSE OF STATUS REPORT
In December 2021, Idaho Power Company ("Idaho Power" or "Company") filed an
Application with the Idaho Public Utilities Commission ("Commission") to modify its
Schedule 62, Green Energy Purchase Program. The proposed modifications included:
(1) renaming the Green Power Purchase Program Rider (Optional) to the Clean Energy
Your Way Program (Optional), (2) maintaining and expanding procurement options to
include three options: Total Usage (100%), Block, and Large Purchase, for the renewable
energy certificate ("REC") offering named Clean Energy Your Way— Flexible ("Flexible"),
(3) establishing a regulatory framework for a future voluntary subscription green power
service offering named Clean Energy Your Way — Subscription, (4) offering a tailored
renewables option to the Company's largest customers (Special Contract and Schedule
19, Large Power Service) named Clean Energy Your Way — Construction
("Construction"), and (5) procuring associated program renewable resources outside the
Commission's current competitive bidding requirements.
In August 2023, the Commission issued Order No. 35893 approving most of the
Company's requested changes. Additionally, the Commission directed the Company to
submit an annual Prudency Report with the following information:
• Customer count under each participation option, by schedule
• Monthly RECs purchased;
• Percentage of RECs purchased within Idaho Power's service area;
• Monthly funds transferred to the Power Cost Adjustment ("PCA") from Idaho
Power-owned REC purchases;
• Monthly revenue and expenses for Schedule 62;
• Updated costs associated with re-certifying the RECs prior to retirement
(Green-e);
• Summary of marketing activities and expenses;
• Solar 4R Schools expenses;
• Balance of uncommitted/excess funds to be carried over into the next year and
the monthly balance of the rider for Schedule 62;
• Information on all tailored agreements for third-party RECs in Flexible — Large
Purchase Option including, but not limited to: (a) REC purchase agreement
price and quantity requested; (b) quantity and price of RECs procured for the
customer; (c) monthly revenue and expenses; and (d) proof of separate
accounting treatment; and
• Information on advanced procurement purchases and if any remaining RECs
from those REC purchases will carry over into the next year;
Order No. 35893 directs the Company to report on all costs and revenues associated with
Schedule 62, which now includes two components: the Flexible and Construction
programs. The Construction program is active but does not have its own marketing or
advertising expense, nor are there revenues to report associated with Renewable
Construction Agreements.

II. CLEAN ENERGY YOUR WAY - FLEXIBLE DETAILS
The information provided herein includes Flexible program data from January 2025
through December 2025. Data for Flexible options Total Usage (100%) and Block is
presented first, and data specific to the Large Purchase Option is presented last.

In 2025, overall participation decreased by a monthly average of 3.9 percent (or 168 less
participants) from the 2024 monthly average (4,333). However, December's total
participants increased 3 percent (or 126 more participants) compared to December 2024
(4,438).
B. REC Purchases, Project Sources, and Power Cost Adjustment Transfers
A monthly general ledger report shows how much revenue was collected from participants
for the Total Usage (100%) and Block options. RECs are purchased based on the funds
collected. Table 2 below shows the monthly RECs needed for the program and applies
the REC cost to the monthly REC needed to determine the monthly cost of RECs.
Total REC purchases decreased 0.8 percent in 2025 compared to 2024 (37,832.399
RECs).

When purchasing RECs, preference is given to RECs from sources located in Idaho
Power's service area or surrounding states. Of the RECs purchased for 2025, none were
from Idaho or within Idaho Power's service area and all were sourced from projects in
Nebraska and South Dakota in order to maintain current participant costs for the Flexible
— Total Usage (100%) and Block options. Specifically, REC prices in the Northwest have
increased in recent years and procuring RECs from the Northwest would have required
Idaho Power to increase participant costs. This change in REC procurement was
communicated to participants in a mailed letter in 2024 (Attachment 1) before becoming
effective in 2025. Table 3 below shows the project source for RECs purchased in 2025
for the Flexible program.

2026. Because the expense was incurred and paid in 2025, it is reported here; however, the
accounting correction will appear in the Schedule 62 Rider Balance in 2026 as an offsetting
reduction.
Table 4 above shows the monthly revenues received from Schedule 62 and the actual
timing of program expenses for the Flexible — Total Usage (100%) and Block options.
Please note that the expenses are inclusive of the monthly REC costs identified in Table
2, though amounts on a monthly basis will not align with Table 2 due to timing differences
between the receipt of funds and actual payments to vendors.
REC payments are made biannually. Payment for July through December 2024 RECs for
$156,650.98 occurred in February 2025, as shown in Table 4. Payment for July through
December 2025 RECs will be reflected in Table 4 in the next year's report.
D. Green-e Certification Costs
As shown in Table 5 below, Green-e certification costs for 2025 totaled $30,634.01, which
included the annual certification renewal, annual verification performed by an external
auditor and participant updates to meet Green-e Energy certification requirements.
Participant updates included new participant welcome letters with information about the
Flexible program's terms and certification, the annual prospective product content label
and the annual historical product content label. The Company has provided the spring
and summer participant updates that include the product content labels as Attachments

2 and 3,' and an example of a participant welcome letter as Attachment 4. Approximately
85 percent of participants receive email communication for the updates, which keeps the
distribution cost low.

E. Marketing Expenses and Activities
In 2025, Flexible program-funded marketing expenses were $20,683.98, or 5.5 percent
of the total 2025 program revenue ($375,420.26). The marketing efforts are summarized
below.
Marketing/Public Relations/Advertising:
• Bill inserts to customers in June and October (approximately 680,000 total
inserts)
• Online digital ads in June and October/November delivered 679,381
impressions2
• Pop-up ads in My Account (Idaho Power's online customer portal) delivered
107,086 impressions in August and 101,656 in November
• Window clings promoting individual participation sent to new participants in
their welcome letters
F. Solar 4R Schools
As part of the program design, Schedule 62 revenues from the Flexible —Total Usage
(100%) and Block options are also used to support the Solar 4R Schools program. Solar
4R Schools educates students about renewable energy by placing solar installations on
school property, along with a data monitoring system, and providing a curriculum package
and teacher training. Since its inception, 27 schools throughout Idaho Power's service
area have received solar photovoltaic ("PV") systems through the program.
In 2025, expenses totaled $67,200, which covered Nampa High School's teacher training
for a PV system installed in 2024 and Foothills School of Arts and Science's PV system
and teacher training. One Solar 4R Schools project was awarded in 2025, as only one
school applied. In addition to the Company's usual promotion of the offering through its

Education and Outreach Energy Advisors, Idaho Power also worked with the Idaho
Environmental Education Association ("IEEA") to promote Solar 4R Schools in IEEA's
July newsletter.
The awarded school for 2025 was University of Idaho — McCall Outdoor Science School
("MOSS"). MOSS provides outdoor science technology engineering and mathematics
learning to K-12 and university students from across Idaho. The MOSS campus is
currently undergoing some reconfiguration and new construction. Given the unique set of
circumstances at the campus, which includes lengthy construction timelines, Idaho
Power's traditional funding mechanism was not optimal. As such, Idaho Power approved
a different funding mechanism in the form of a Memorandum of Agreement. This
agreement allows Idaho Power to reimburse up to $35,000 in costs associated with the
design and installation of a solar PV system, and MOSS to contract with a solar
installation company of their choosing, thereby allowing for more flexibility to align the
installation of MOSS's solar PV system to their construction schedule. Idaho Power will
still coordinate and fund the teacher training once the system has been installed. The
Company plans to award the Solar 4R Schools grant to up to two schools in 2026.
G. Schedule 62 Rider Balance
Table 6 below shows that the rider balance at the end of 2025 was $462,443.90. This
does not include the July through December 2025 REC expense of $76,317.51 that was
paid in February 2026 or the $35,000 associated with the MOSS Solar 4R Schools award.
Including those expenses, the rider balance would have been $351,126.39.

FLEXIBLE: LARGE PURCHASE OPTION
H. PCA Transfer
Through the Flexible— Large Purchase Option, Idaho Power sold Company-owned RECs
to business customers.
For reporting year 2025, four business customers participated in the Large Purchase
Option. A total of 10,360 Idaho Power-owned RECs were purchased for $25,100.00 and
$22,867.36 from these sales was transferred to the PCA. Participation decreased from
2024; however, the company continues to receive inquiries regarding REC options and
pricing from various business customers.
I. Third-Party REC Purchases
In 2025, Idaho Power did not make advanced or customer-specific third-party REC
procurements for the Large Purchase Option. While many business customers inquired
about third-party REC options and pricing, none made an actual purchase.
J. Conclusion
Overall, participant count and sales are generally holding steady in the Flexible — Total
Usage (100%) and Block options while business customer participation in the Large
Purchase Option declined. Although the Company intends to award two Solar 4R Schools
grants each year, only one school applied in 2025. In 2026, Idaho Power plans to continue
marketing the Total Usage (100%) and Block options to ensure customers are aware of
their clean energy options as well as promote the Solar 4R Schools program.

We're writing with news of a change to Idaho Power's Clean Energy Your Way— Flexible
Option program. Beginning in 2025, the renewable energy certificates (REC) used for this
program will come from wind facilities in North Dakota, South Dakota, or Nebraska.
What does this mean for you?
Nothing will change on your end! We're simply informing you the source of renewable energy is
coming from a different location.
As a reminder, this program has three primary goals:
1. Provide an easy and flexible option for you to use renewable energy
2. Combine your purchasing power to help drive demand for more renewable energy facilities
3. Fund K-12 Solar 4R Schools grants to teach our next generation about sustainable energy
Why are we making the change?
Over the years, we've focused our renewable energy purchases in the Pacific Northwest. Today,
abundant demand for renewable energy in the Pacific Northwest market is outpacing supply,
causing significant price spikes in this area. To continue purchasing this program's renewable
energy from the Northwest would require doubling the current price of this program.
Changing to Midwest renewable energy certificates ensures we can continue to provide this
offering at the same price you currently pay and continue to meet the goals of the program.
Additionally, the Midwest has higher carbon emissions from electricity generation than the
Northwest*, but less demand for renewables. Moving this program's purchasing power will
help build the Midwest market for cleaner energy sources.

What are RECs?
A REC represents the environmental benefits of 1 megawatt-hour (MWh) of renewable energy.
For every unit of renewable electricity generated, an equivalent amount of RECs are produced.
By purchasing and pairing RECs with your electricity service you are using and receiving the
benefits of that renewable electricity. Your REC purchase also helps build a market for
renewable electricity in the region where it was generated. Increased demand for, and
generation of, renewable electricity helps reduce conventional electricity generation in the

region where the renewable electricity generator is located. It also has other local and global
environmental benefits, which may include emitting little or no regional air pollution or carbon
dioxide.
The RECs in the Clean Energy Your Way— Flexible Optior, are verified and certified by Green-el
Energy, and Idaho Power is required to disclose the quantity, type, and geographic source of
each certificate. Please see the enclosed Product Content Label for this information. Green-el
Energy also verifies that RECs are not sold more than once or claimed by more than one party.

What is the Clean Energy Your Way— Flexible Option?
This is a voluntary program that allows Idaho Power customers to match their electricity use with
renewable energy certificates (RECs). When you buy RECs with your energy, you are using
renewable energy.
What are RECs?
The Clean Energy Your Way—Flexible Option is a Renewable Energy Certificate (REC) product and
does not contain electricity. A REC represents the environmental benefits of 1 megawatt-hour
(MWh) of renewable energy. For every unit of renewable electricity generated, an equivalent
amount of RECs are produced. By purchasing and pairing RECs with your electricity service you are
using and receiving the benefits of that renewable electricity. Your REC purchase also helps build a
market for renewable electricity in the region where it was generated. Increased demand for, and
generation of, renewable electricity helps reduce conventional electricity generation in the region
where the renewable electricity generator is located. It has other local and global environmental
benefits, which may include emitting little or no regional air pollution or CO2.
The RECs in the Clean Energy Your Way—Flexible Option are verified and certified by Green-el
Energy, and Idaho Power is required to disclose the quantity, type, and geographic source of each
certificate. Please see the Product Content Label for this information. Green-eO Energy also verifies
that RECs are not sold more than once or claimed by more than one party. For information on

How will I be billed for my purchase?
The Clean Energy Your Way—Flexible Option charge will be listed as a separate line item on your
monthly Idaho Power bill. The charge is in addition to your regular bill.
What are the enrollment options and pricing?
Block Option: $1.00 per Block of 100 kilowatt-hours (kWh)
100%Option: 1C per 1 kilowatt-hour to match your "kWh used" from your monthly bill
Will the Clean Energy Your Way— Flexible Option rate change over time?
Clean Energy Your Way—Flexible Option rates are based on current public utility commission
(PUC) tariffs. Pricing is subject to change. All rate changes require approval of the Idaho and
Oregon PUC. Customers will be notified of any price change in advance through customer
communications.
What is the contract length?
The contract is month to month. You can change or cancel your enrollment any time with no
cancellation fee.
How do I change or cancel my participation?

Participants in the Clean Energy Your Way— Flexible Option make a physical purchase from an
operating business; therefore, purchases are not tax deductible.
Does Idaho Power make a profit on the program?
Idaho Power does not make a profit from the program. Idaho Power uses the funds collected
through the Clean Energy Your Way—Flexible Option to purchase RECs for participants, pay for
Green-e° Energy certification, fund Solar 4R Schools grants, and support outreach and education
to grow the program.
What is Solar 4R Schools?
Solar 4R Schools is a grant program that educates students, teachers and the community about the
science behind renewable energy technologies. The program provides hands-on activity guides,
science kits and a small solar array at no cost to schools through a competitive award process. A
portion of Clean Energy Your Way—Flexible Option funds are used to sponsor schools in our
service area.
